Herbert can't run that same offense with guys who can't consistently separate, that's why he has to hold onto the ball longer than he'd want. It's not the same offense.

@geoffschwartz Harbaugh said Herbert knew the protection, he is throwing the hot here, meaning Tre was the target on the left side. Problem is Tre cut inside towards the interior defender instead of out to the flat and away from him so Herbert didn't throw it. But go on.
