As part of my working visits to Ministries, Departments, and Agencies, I visited the Ministry of Finance today, where I was received by the Minister for Finance, Hon. Dr. Cassiel Ato Forson and his deputy, Hon. Thomas Nyarko Ampem, together with their Chief Director, directors and staff.
This is part of efforts to strengthen coordination between the Presidency and the Ministries, while gaining a deeper appreciation of their progress and challenges, and of the support required to effectively deliver the Government’s Reset Agenda.
The Ministry outlined the difficult fiscal conditions inherited by the Government and the comprehensive reforms being implemented to restore macroeconomic stability. I was informed of the significant progress made in debt restructuring, including the successful repayment of Eurobond obligations and other major debt commitments, while preparations continue to meet substantial repayment obligations in the coming years. The Ministry also highlighted its commitment to restoring fiscal discipline and reducing the fiscal deficit over the medium term to place Ghana on a more sustainable economic path.
They further outlined key reforms and achievements, including amendments to the Public Financial Management Act and the Public Procurement Act, the enactment of the Value for Money Act, improvements in domestic revenue mobilization, the restructuring of COCOBOD, and the uncapping of the National Health Insurance Fund, GETFund, and the Road Maintenance Trust Fund. I was also briefed on the substantial allocations being made towards flagship Government programmes, including the Big Push infrastructure initiative and the operationalization of the Women’s Development Bank.
I acknowledge the dedication and professionalism of the Minister, management, and staff of the Ministry. I commend their discipline, commitment, and the reforms that are yielding positive results for the economy.
I stated that every decision made by the Ministry ultimately affects the lives of ordinary Ghanaians, and that our responsibility is to ensure that public finances are managed prudently and transparently. Resources that could otherwise finance critical development projects are instead being absorbed by the country’s significant debt obligations, underscoring the importance of staying the course on the current reform agenda. We also need to continue promoting value addition and sound budgeting.
I thank every member of staff, from senior management to the drivers, cleaners, and other support personnel. Their commitment, professionalism, and service remain essential to achieving Government’s vision of a stronger, more resilient, and prosperous Ghana.
