My sister @JamilaMohamed asks who's responsible for the state of Northern Kenya today. Fair question. But let's frame it honestly first.
Counties receive barely 15% of national revenue (Art. 203). So, before we judge the impact of that 15%, ask: what has the other 85% retained by the national government done for that region?
The money IS having an impact on the ground, even where it's low.
Since 2013, counties have received KShs 4.04 trillion (equitable share alone ~KShs 3.2T). Add NG-CDF approximately KShs 491B since 2013/14, Roads Maintenance Levy transfers, and the Facilities Improvement Fund, keeping our hospitals running.
NG-CDF alone established 3,087 schools, opened access for 882,000 learners, and channels around KShs 15B/year into bursaries for needy children. In health, skilled birth deliveries in Mandera jumped from 31% to 76%, and full immunisation from 37% to 81%.
That is an impact you can touch.
Now, the uncomfortable part for the centre.
The Equalisation Fund, created under Article 204 SPECIFICALLY to lift marginalised Northern Kenya, was owed kido KShs 60 billion. Only some KShs 13.4B (22%) has ever been disbursed. The first payment came in 2018, five years late.
So who failed the North?
I'm NOT excusing governors. The corruption, the incompetence, the misplaced priorities, they are real, and they must be named, audited and prosecuted.
But we cannot be overly negative and pretend devolution failed. That's intellectually dishonest.
Devolution put dispensaries, boreholes, water wells, classrooms, and roads in places that the central government had deliberately ignored for over 50 years. Northern Kenya of 2026 is NOT the Northern Kenya of 1965, and devolution is the single biggest reason why.

How much effort have we ALL (the professionals from the NE) put into public participation, scrutinising county budgets, and demanding accountability from governors, MPs and senators, BEFORE the horse bolted? Oversight is not a press conference after the theft. How many instances of public participation have you been on?
Public service is a shared responsibility. If we trusted governors to be honest and looked away, then we failed in OUR duty to stay vigilant, every day, not just on TV panels.
Appreciate devolution. Fix what's broken. Fund what's constitutionally owed. Hold EVERYONE to account. #CitizenNewsGang
