The Central Bank of Kenya and the National Bank of Rwanda signed a Memorandum of Understanding on 11 March 2026 to develop a License Passporting Framework for Payment Service Providers operating across both jurisdictions.
The framework aims to eliminate duplicative regulatory processes by promoting mutual recognition of licensing regimes, while preserving regulatory oversight and supervisory cooperation between the two central banks.
