Mr. Andile Ramaphosa and his team paid me a courtesy call this afternoon at Nakasero State Lodge. They presented proposals for collaboration with NAGRC and the Regional Service Centre Initiative at Namunkekera Farm aimed at strengthening the regulated breeding, harvesting and export of Ankole cattle genetics to the SADC region and beyond.
They also shared a proposal to establish a B.O.T. laboratory to help address the challenge of counterfeit agro-inputs in the country. I welcome these ideas, I thank them for their initiative. The Government will study the proposals and support initiatives that advance Uganda’s socio-economic transformation.
Currying the weight of a nation and fighting for meaningful change can be exhausting,yet deeply consuming. It is completely understandable to struggle to sleep when you feel the MISSION is incomplete.

This afternoon, I officially opened the Cabinet Induction Retreat at Kyankwanzi. I reminded the leaders that the historical role of the NRM and post-Independence African leadership is socio-economic transformation.
We cannot continue to have people trapped in subsistence production. Our mission is to move every household into the money economy through commercial agriculture, manufacturing, services and ICT. Leaders must guide the people towards wealth creation, value addition and prosperity.
We must build a middle class and a skilled working class. That is the benchmark by which leadership should be judged.
President @KagutaMuseveni has arrived at the ongoing Cabinet Induction Retreat.
Taking place under the theme, "Leading Government with Integrity, Discipline, and Results; Delivering Uganda to Upper Middle Income Status," the retreat provides a platform for strategic reflection, policy alignment, and a renewed commitment to effective service delivery, wealth creation, and the accelerated socio-economic transformation of Uganda.

Yesterday, I delivered closing remarks at the 3-day capacity-building workshop for Commissioners from the Office of the President, RDCs/RCCs, RISOs, DISOs, and Assistant RDC/RCCs from Buganda sub-region at Collins Hotel Mukono.
I commended them for their critical role in the recently concluded General Elections. Their active participation, commitment, mobilisation, vigilance, and coordination significantly contributed to the improved performance of the National Resistance Movement in Buganda and to the victory of H.E. President Yoweri Kaguta Museveni.
Since politics came to an end, I urged all officers to shift focus on service delivery, wealth creation, and effective implementation of Government programmes. They should ignore speculation about appointments and avoid distractions from rumours. Appointment matters rest with the appointing authority. Their duty is to remain focused on current assignments. The surest path to future opportunities is hard work, discipline, and measurable performance. They should continue serving diligently until directed otherwise.
H.E. the President expects RDCs and field officers to be visible in communities, accessible to citizens, and responsive to emerging challenges. They must monitor Government programmes closely, coordinate security effectively, fight corruption without fear or favour, provide accurate field information, and ensure Government interventions produce real results for ordinary Ugandans.
These expectations are critical as Uganda implements NDP-IV, the NRM Manifesto, Uganda Vision 2040, and the Government’s Ten-Fold Growth Strategy. These frameworks aim to transform Uganda into a modern, prosperous economy through wealth creation, industrialisation, value addition, increased exports, job creation, and improved household incomes. Strong leadership and effective supervision at the local level are essential, making the RDC Institution indispensable.
Government is moving from promises to delivery, from activities to outcomes, and from plans to measurable results. Wananchi have renewed trust in H.E. the President and NRM and now expect tangible improvements in livelihoods, household incomes, public services, and economic opportunities. As 2 Thessalonians 3:10 states: _“For even when we were with you, we gave you this rule: ‘The one who is unwilling to work shall not eat.’”
The President’s message of _“Kisanja of No More Sleep”_ is not a slogan but a policy directive. It demands greater vigilance in monitoring projects, quicker response to citizen concerns, stronger action against corruption, and more effective coordination of service delivery.
I urged RISOs, RDCs, RCCs, DISOs, and Assistants to avoid absenteeism and respect their seniors, supervisors, and the appointing authority.
Programmes like the Parish Development Model, Emyooga, Operation Wealth Creation, and other interventions must be implemented transparently and effectively. Success is not measured by money disbursed, but by households moved out of poverty, youth engaged in productive enterprises, and communities joining the money economy.
In Buganda, where Government has invested heavily in infrastructure, industrialisation, and urban development, expectations are higher. The region has potential in commercial agriculture, agro-processing, manufacturing, tourism, and trade. They must ensure citizens seize these opportunities and that no programme is undermined by corruption, complacency, or poor supervision.
Every RDC and DISO must be visible, proactive, and results-oriented. They should know what is happening in their districts, engage regularly with wananchi, provide timely information to Government, and ensure every intervention supports peace, stability, and socio-economic transformation.
Proverbs 13:24 states: "Whoever spares the rod hates their son, but the one who loves their children is careful to discipline them".
