Barely a month into office, Tamil Nadu Chief Minister Vijay’s promise of clean governance is already visible in the state’s largest spending area - public works.

One of his earliest directives ended restricted or pre-fixed tenders, opening all civic contracts to competitive bidding. This move aims to eliminate cartelisation, rigged bids, and alleged commission-based awards, resulting in substantial savings for the exchequer.

Greater Chennai Contractors Association president Rama Rao noted that similar works, previously awarded at 10% above estimates (e.g., a ₹25 lakh tender executed for ₹27.5 lakh), are now being taken up for as low as ₹16 lakh.

Financial expert Venkateswara Rao Patakota praised the shift, saying Vijay is moving from a "40% commission culture" to zero bribes. He called it a potential model for India, noting: "Tamil Nadu is lucky. The state voted for Vijay without taking money, and they are getting the benefit."

A 22-year-old Moroccan asylum seeker has appeared in court in the Netherlands, accused of attacking a man and trying to sexually assault two women during a single night in Rotterdam.

He first assaulted a 22-year-old man, placing him in a chokehold until he lost consciousness, and then kicking him in the face. He is also accused of attempting to sexually assault a 24-year-old woman who was with the victim.

A few hours later, prosecutors say he targeted a 19-year-old student in another part of the city, threatening her with a knife, grabbing her by the neck, and attempting to sexually assault her before a local resident intervened.

Police say the suspect was identified after employees of the Dutch asylum reception agency (COA) recognized him from surveillance images released by investigators. DNA evidence was reportedly found on the second victim's face and clothing.

The suspect, who had only been in the Netherlands for a few months and was living on an asylum boat in Hendrik-Ido-Ambacht, remains in custody. Prosecutors have also charged him with attempted manslaughter over the attack on the male victim.
