Interior and National Administration Cabinet Secretary Kipchumba Murkomen on Tuesday held a consultative meeting with the leadership of the State Department for Correctional Services in a strategic push meant to enhance service delivery and realize envisaged reforms.
The meeting, attended by Principal Secretary Dr. Salome Beacco, reviewed the department’s ongoing priority projects including digitalization, commercialization of prison industries, and planned relocation of some prisons to free up land for public development programmes as well as legal and policy review.
Speaking during the engagement, the Cabinet Secretary said it was important to constantly engage with technical persons within respective departments to strengthen policy oversight and ensure efficient service delivery. While lauding the department for recording notable achievements since the last strategic meeting, the CS said he remains committed to supporting the realization of ongoing reforms as well strategic priorities geared towards enhancing service delivery including digital transformation of the country’s correctional system.
And as the government moves to ensure all inmates are enrolled into the Social Health Authority to ensure they have full access to Universal Health Coverage, the CS will next week lead a meeting between the department, SHA and the National Registration Bureau to iron out outstanding issues that are derailing the full realization of the endeavor.
According to Principal Secretary Dr. Salome Beacco, the department remains committed to implementing all presidential directives as well as aligning its programmes with the Bottom-up Economic Transformation Agenda.
The meeting was also attended by the Commissioner General of Prisons Patrick Aranduh, Acting Probation and Aftercare Service Secretary Shadrack Kavutai, Directors and heads of sections.

In taking this oath, I am reminded that international civil service is, above all, a commitment to people. As I solemnly declared my dedication to carry out these functions with integrity, impartiality, and the utmost regard for the purposes and principles of the United Nations, I reflected on the responsibility that comes with this trust.

The State Department for Correctional Services is exploring partnerships to support planned upgrade of its facilities to make them more responsive to the needs of offenders.
Speaking during a meeting with officials from the International Narcotics and Law Enforcement Affairs (INL), Principal Secretary Dr. Salome Beacco said the development follows the review of rehabilitation methodology from mere retribution to reforming of offenders.
According to the PS, the department is seeking partnerships to upgrade its prison infrastructure including installation of CCTV cameras and the deployment of layered technologies such as walk-through scanners at points of entry to ensure no one including prison officers accesses such facilities while in possession of contraband or mobile phones.
She thanked INL for its continued support including on legal and policy reforms as well as capacity building even as she pushed for more support in other critical areas such as the ongoing digitization programme.
While pledging continued collaboration, INL County Director Maureen Mimnaugh said her organization remains committed to support the department improve outcomes through impactful programmes.
The meeting was also attended by outgoing INL Coordinator at the U.S. Embassy in Kenya Parvathy (Paru) Sankar.

The State Department for Correctional Services continues to make significant strides in its reform agenda, with a high-level delegation currently undertaking a five-day benchmarking study visit to Belo Horizonte, Minas Gerais, Brazil.
Led by Principal Secretary for Correctional Services Dr. Salome Beacco, the delegation is studying the acclaimed APAC (Association for Protection and Assistance to the Convicts) model of open prison management in partnership with the European Union-funded UNODC PLEAD Programme.
On Day 2, the delegation engaged the Secretariat of Justice and Public Security of Minas Gerais (SEJUSP) on institutional frameworks governing state-civil society collaboration in corrections. Discussions centred on how Brazil’s state government, civil society, and APAC administrators have built a system where rehabilitation, not punishment, defines corrections.
The delegation thereafter visited the Male APAC facility in Santa Luzia, where they observed firsthand a rehabilitative model anchored on dignity, accountability, and community participation. The facility operates without armed guards — a powerful testament to the model’s rehabilitative philosophy and the depth of community trust it commands.
Accompanying the Principal Secretary were Commissioner General of Prisons Mr. Patrick Arandu, Secretary for Probation and Aftercare Services Mr. Shadrack Kavutai, and other senior departmental officials.
The learnings from this visit will directly inform Kenya’s open prison pilot programme as the Department charts a bold course toward a more humane, effective, and internationally aligned correctional system.
