कार्मिकों के एक ही पद पर Stagnation की समस्या को देखते हुए प्रदेश में 25 जनवरी, 1992 से 'Selection Grade' समयबद्ध रूप से देने की व्यवस्था की गई थी। इसके अंतर्गत 9-18-27 वर्षों पर Promotional Post का Pay Scale दिए जाने का प्रावधान था। छठे वेतन आयोग (6th Pay Commission) की अभिशंषा के आधार पर केंद्र सरकार द्वारा ACP (Assured Career Progression) को संशोधित कर लागू किया, जिसके अंतर्गत 10-20-30 वर्षों पर एक आगे की पे स्केल देने का प्रावधान किया गया। इसी तर्ज पर राज्य में 1 जनवरी, 2006 से 6th Pay Commission को लागू करते समय Selection Scale के स्थान पर ACP की व्यवस्था लागू की गई। इसके अंतर्गत कार्मिकों को 9-18-27 तथा State Services को 10-20-30 वर्षों पर एक Higher Pay Scale दिए जाने का प्रावधान किया गया। इस प्रकार Selection Grade से ACP में परिवर्तन से क���र्मिकों के लाभ में कमी आ गई तथा कई कार्मिक द्वितीय और तृतीय पदोन्नति के समकक्ष वेतनमान तक अपने सेवाकाल के अंत तक भी नहीं पहुंच पाते हैं। कार्मिकों की समस्या एवं लंबे समय से चली आ रही उनकी मांग को देखते हुए अब मैं, ACP में पुनः संशोधन करते हुए State Service सहित सभी कार्मिकों को, 1992 में स्वीकृत की गई Selection Grade की तर्ज पर, ACP के अंतर्गत 9-18-27 वर्ष की सेवा पूर्ण करने पर प्रथम, द्वितीय व तृतीय पदोन्नति वाले Pay Scale दिए जाने की घोषणा करता हूं।
