Bahis yapmak, konuşmaktan daha hafif cezalandırılabilir mi?

Dursun Özbek'in 400.000 TL ceza aldığını hatırlıyorum.

Dear @UEFA,

There is a serious governance, regulatory compliance and accountability issue within Turkish football that deserves your attention.

Under the regulations of the Turkish Football Federation (TFF), the Central Refereeing Committee (MHK) is required to consist of one Chairman and eight members.

However, following the resignation of two members, the MHK has reportedly continued to operate for approximately 19 months with only one Chairman and six members, while the vacant positions have remained unfilled.

The issue does not end there.

Within the MHK, the Professional Competition Executive Committee (PMİK) performs a critically important function in the appointment of referees and observers.

Under the applicable regulations, the PMİK is required to consist of three members. However, it appears to have been operating with only one person, with referee and observer appointments being made solely by the Chairman of the Committee.

This means that the issue is no longer simply about vacant positions within administrative bodies.

We are talking about referee and observer appointments that directly affect professional football competitions being carried out by a single individual, despite the regulations providing for a three-member committee.

This raises a fundamental question:

Who is responsible for ensuring that the TFF and its bodies operate in accordance with their own regulations?

The Turkish Ministry of Youth and Sports states that, due to the autonomous status of the TFF, it has no hierarchical authority to intervene in the Federation’s internal governance.

At the same time, the TFF’s position is that it does not have the authority to remove the MHK administration.

This creates a serious accountability gap:

• The State does not intervene because the football federation is autonomous.

• The Federation states that it does not have the authority to remove/intervene in the MHK administration.

• The MHK has continued to operate for an extended period with fewer members than prescribed by its own regulations.

• The PMİK, although prescribed as a three-member committee, appears to be operating with only one person, while referee and observer appointments are being made within this structure.

This is not a complaint about individual refereeing decisions.

This is a matter of governance, regulatory compliance, the institutional integrity of the refereeing system and accountability within a UEFA Member Association.

I therefore respectfully ask @UEFA:

Does UEFA consider it compatible with the governance and institutional integrity standards expected of its Member Associations for a Central Refereeing Committee to operate for approximately 19 months with fewer members than prescribed by its own regulations, while a three-member body responsible for referee and observer appointments effectively operates through a single individual?

And, more importantly:

If the State cannot intervene because the TFF is autonomous, and the TFF itself claims that it has no authority to intervene in its own refereeing body, then who is responsible for ensuring that these institutions comply with their own regulations?

The autonomy of football is essential.

But autonomy must not mean the absence of oversight.

Autonomy must also come with accountability and an obligation for football institutions to comply with the rules they themselves establish.

I respectfully invite @UEFA to examine this matter.
