The Protection of the Sovereignity Bill, 2026 by implication seeks to Amend Articles 1 &2 of the Constitution of Uganda by limiting the people's Sovereignity.

Parliament has no mandate to amend Articles 1 & 2 unless the procedure under Article 260 is followed.
