Today, the European Union took a major step forward.
All Member States agreed to open the first accession negotiations cluster with Ukraine and Moldova.
At the first Intergovernmental Conference on Monday, we will open the cluster on fundamentals; the backbone of the accession process.
It covers the core values and principles on which the EU is built, from the rule of law to strong democratic institutions.
This is a recognition of the determination, courage and hard work shown by both countries in advancing reforms, even in the face of immense challenges.
And a signal that the EU’s offer of peace, stability and opportunity is unmatchable.
Enlargement is a strategic choice.
By bringing our nations closer together, we strengthen peace, security and prosperity across our continent.
In a world marked by growing uncertainty, a larger European Union is in our common interest.

It began with coal and steel. But from the very start, our Union was always meant to be much more.
75 years ago, in Paris, with the signing of the Treaty of Paris, Europe chose a different path.
One of unity over division, of Peace over war.
The European Coal and Steel Community was never just an industrial project.
It was a project for peace in Europe.
A project for shared prosperity.
A project for strength and independence in a world of great power competition.
The very same purpose that still drives our Union today.
We are following closely with concern the situation in al Suqaylabiyah, a predominantly Greek Orthodox city. We take note of the Syrian Government’s announcement on the investigation of the incidents that recently took place in the city and we call for its swift implementation.

Recognizing today's International Mother Language Day, we reflect on Dr. Gwen Grewal's talk that she gave during our UNESCO World Greek Language Day event on 9 February.
Titled 'Ancient Greek in Contemporary Dialogue', the Onassis Lecturer in Ancient Greek Thought and Language at The New School focused on the notion of dialogue in ancient Greek thought and how we translate and think about it today.
She argued that translation is like a labyrinth across space and time, out of what you know, into what you don't and back again, a process that 'takes a certain diplomacy to transport one word from one place into dialogue with another word from another place without doing violence to the environment or syntax in which the words grow up.
'Maybe the syntax is ultimately the cosmos itself or the human mind,' she added. 'It is by poetic magic, I think, that reading Greek opens you up to such hidden meanings.'
But what is the way to 'learn' the words of the other?
For Gwen Grewal, allowing oneself to be taken by surprise might be the key that unravels a broader understanding of the world itself.
Possibly this is what practitioners of diplomacy most often argue in favor of: the quality of empathy in the field of international relations, which has its foundations in fostering curiosity about the world beyond ourselves.
The element of surprise always arrives through contact with a stranger (Xenos). And here Dr. Grewal leads us, through Homer and Plato, into a description of how sophists and philosophers perceive this process, questioning whether we tend to get into a dialogue only when we arrogantly think that we have control of its outcome.
'If the writings of Ancient Greece, or any other distant past, may seem strange, it is not an invitation to fence ourselves off in the present. Rather it is an invitation to think beyond the horizon of what we ordinarily imagine. The future, the ancient Greeks thought, is behind us. We have to look back to see it because we never see it coming.'
'Translation is in this way a kind of dialogue between past and present, one in which we revive the spirit of the unknown in ourselves through the life that lives on in words.'
