The Second Steering Committee meeting of the SADC-EU Programme on Enhancing the Capability and Effectiveness of SADCโs Peace and Security Architecture (ECESPA) was held on 12 September 2026 in Ezulwini, Kingdom of Eswatini.
The ECESPA Programme, which became operational in June 2024 and runs until June 2028, seeks to strengthen SADCโs capability to prevent, manage and respond to emerging peace and security threats, while enhancing the contribution of Non-State Actors (NSAs) to conflict tracking and early response.
The Steering Committee is the highest decision-making body of the ECESPA Programme and provides political steering, strategic guidance and direction for its implementation. The ECESPA was established to advance peace, security, stability and democracy as foundations for regional integration and development, in alignment with the RISDP 2020-2030 and SADC Vision 2050.
In his remarks, the Director of the SADC Organ on Politics, Defence and Security Affairs, Professor Kula Theletsane, underscored the importance of the Steering Committee in providing strategic direction to the Programme, addressing implementation risks and bottlenecks, strengthening partner coordination and ensuring that programme interventions remain aligned with their intended results.
The Organ Chair's Representative Ms. Zandile Ndlamini, International Cooperation Coordinator, Ministry of Foreign Affairs and International Cooperation of the Kingdom of Eswatini welcomed the progress registered under ECESPA, noting important advances in strengthening the region's institutional capacity for conflict prevention, early warning, mediation, governance, and the participation of women and youth in peace and security processes.
Representing the European Union Delegation to Botswana and SADC, Mr Catalin Gherman, Head of Cooperation, acknowledged the progress registered under the Programme and reaffirmed the importance of continued SADC-EU cooperation in advancing regional peace and security. The EU representative also highlighted that the ECESPA Programme is one of several on-going co-operation instruments between SADC and the EU ranging from peace and security, regional and international trade.
The Steering Committee welcomed the progress achieved in strengthening SADC's mediation, conflict prevention and preventive diplomacy structures. Through the Programme, the capacity of the SADC Panel of Elders and Mediation Reference Group has been strengthened, including through training and pre-mission support integrating gender and human rights approaches. ECESPA has further supported electoral conflict prevention and mitigation through the SADC Electoral Advisory Council, including post-election review processes and early warning and advice to electoral observation interventions in Member States. In the area of Women, Peace and Security, SADC Member States received technical and financial support towards the development of their respective National Action Plans. This support is contributing to the translation of regional commitments on Women, Peace and Security into practical action at national level.
The meeting reaffirmed the longstanding partnership between SADC and the European Union and the shared commitment to strengthening regional institutions and mechanisms capable of anticipating, preventing and responding effectively to evolving peace and security challenges.
