RGGI prices have rallied $2 (32%) over the last 4 quarters as program revisions have tightened auctions. RGGI allowance stockpiles reached an 8-year low at the end of 2020. Allowance supply-demand uncertainty surrounding the Virginia addition adds further upward price preassure.
