#UPI remains free for the public and protected for small traders
Clarification on Merchant Discount Rate (MDR) on select UPI (P2M) transactions The first and most important fact is this: the general public will not pay any UPI charge.
UPI will continue to remain free for consumers. There is no fee for sending or receiving money, scanning a QR code, paying at a shop, or using any UPI app. UPI apps cannot levy a platform fee. Merchants cannot pass MDR to customers. The listed price remains the price paid by the buyer.
What stays completely free
• Person-to-Person (P2P) transfers — to family, friends, staff or one’s own accounts — remain free, of any amount.
• Payments to merchants up to ₹2,000 remain free for all merchants.
• Small merchants under the P2PM (Person-to-Person-Merchant) framework, receiving up to ₹1 lakh a month through UPI QR into their own accounts, continue with zero MDR. A single payment above ₹2,000 does not attract MDR if the merchant is in this exempt category.
• There is no monthly cap on the number of free UPI transactions for consumers.
• Recurring UPI Mandates / AutoPay for utilities, subscriptions and similar standing instructions do not carry the prescribed MDR.
• GST registration is not required for a small merchant to get zero-MDR protection.
• Existing QR codes and soundboxes need not be replaced.
Official communication from the Ministry of Finance confirms that Person-to-Person transactions stay free always; payments to merchants up to ₹2,000 stay free for all merchants; the zero-MDR framework for small merchants continues; and about 96% of P2M transactions remain unaffected. MDR applies only to specified merchant transactions above ₹2,000.
What changes — and only for larger commercial acceptance
The framework takes effect from 15 October 2026.
For larger P2M merchants:
• MDR of 0.4% applies only on eligible UPI P2M transactions above ₹2,000.
• For transactions of ₹75,000 and above, MDR is capped at ₹300 per transaction.
• For specified categories such as railways, telecom, insurance, fuel and certain other industry-programmemerchants, a flat ₹5 applies on transactions above ₹2,000, instead of 0.4%.

It's Finally SOrTeD! AgniKul's Agnibaan Launch Ushers in New Era in Indian Space Tech
AgniKul Cosmos, the space tech startup based in Chennai, has successfully launched its Agnibaan rocket, marking a significant milestone in Indian space tech scene.
Trial by Fire: On May 30, AgniKul successfully launched its first sub-orbital rocket, Agnibaan SOrTeD at 7:15 am from the Satish Dhawan Space Centre in Sriharikota.
It safely descended into the Bay of Bengal, reaching nearly 6 km into low earth orbit (LEO).
Why It Matters: AgniKul is now the second private Indian company, after Skyroot Aerospace, to send a rocket into space.
AgniKul is also the first Indian space tech startup with its own launchpad and mission control centre, built with ISRO and IN-SPACe’s help.
The launch validated AgniKul’s proprietary tech like autopilot, navigation, and guidance algorithms, setting the stage for future orbital flights.
AgniKul was founded in 2017 by aerospace engineers Srinath Ravichandran, Moin S P M, and IIT Madras professor S R Chakravarthy.
Raised $40 million since its establishment in 2017.
'AgniKul' which translates as "school of fire"is inspired by the Sanskrit word "gurukul" (school).
Cool Tech: Agnibaan is a versatile two-stage rocket capable of hauling up to 100 kg to a 700 km distance in LEO.
Plug-and-Play Rocket: Allows payload integration in just two weeks and can be launched from multiple ports.
3D-printed Agnilet Engine: World’s first fully 3D-printed, single-piece, 6 kN semi-cryogenic engine, tested at Vikram Sarabhai Space Centre.
Reusable Rockets: AgniKul aims to develop reusable launch vehicles, akin to SpaceX’s Falcon 9. However, CEO Ravichandran mentioned they’re perfecting space travel before aiming at reusability.
Potential customers from various industries Earth observation, communications, and even unconventional fields like protein crystallisation — are eyeing Agnibaan’s capabilities.
Company aims to attract clients from India, Southeast Asia, Europe, and North America.
What's Next: This successful launch puts AgniKul alongside Skyroot Aerospace as pioneers in private Indian space ventures.
