اخبار مبنی بر ارائه طرح اخراج مهاجرین بر مبنای قومیت از جانب نهاد های مهاجرتی کشور سویس نگران کننده و تکاندهنده است. در حالیکه کشور سویس به مثابه پایتخت حقوق بشری سازمان ملل متحد شناخته میشود و شهر جنیوا مهد تولد و ایجاد اکثریت نهاد ها، میثاق ها، قوانین ، قرارداد ها و مقررات بین المللی حقوق بشر، حقوق بین الملل بشردوستانه و عدالت جهانی است ، حتی فکر کردن به اخراج افراد تحت خطر و پناهنده بر مبنای قومیت ،افت شدید اخلاق حقوق بشری و تنزل ارزش ها را نمودار میسازد و تبعیض آشکار بر علیه افراد به دلیل وابستگی به قو�� خاص است.
مردم افغانستان به هر قوم، زبان، مذهب و سمت ایکه تعلق دارند در بیش از چهل سال گذشته همه قربانی ر��یم ها، گروه ها، ایدیالوژی های افراطی چپ /راست ، مداخلات کشور های خارجی، تروریزم و منازعات مسلحانه داخلی و بین المللی شده اند.
مردم دردمند افغانستان در رنج ها و درد های ناشی از بیعدالتی ها، تبعیضات قومی، زبانی ، مذهبی، جنسی ، شکنجه های سیستماتیک، مفقودالاثر شدن ها، کوچ اجباری، کشتار های جمعی و سایر اعمال ظالمانه با هم شریک اند. اما متاسفانه هنوز این درد های مشترک ما را به درک مشترک یکدیگر، تفاهم مشترک و منافع مشترک نرسانده است.
همچنان طرح چنین برنامه ها بیخبری و عدم آشنایی کشور مذکور را از اوضاع، پیچیدگیها و بحران موجود افغانستان آشکار میسازد. عملی شدن چنین برنامه ها نه تنها نقض آشکار نظام بین المللی است و افراد مورد اخراج را با خطر مرگ و‌شکنجه روبرو میکند بلکه زنان و اطفال این خانواده ها را در معرض خطرات مضاعف تبعیضی و آزار و اذیت قرار میدهد.
طرح این مسئله که گویا اکثریت طالبان از نظر قومی پشتون اند و پشتون ها در حاکمیت آنها مورد آزار ، شکنجه و خطر جانی قرار نمیگیرند یک پیشداوری غیر علمی و غیر واقعبینانه است. این یک واقعیت است که اکثریت طالبان پشتون اند و اکثر مقامات صلاحیت دار آنها نیز پشتون و حتی از یک ولایت اند. اما در حقیقت طالبان دشمنان همه اقوام و مردم افغانستان اند . نزد آنها ارزش های ملی، ارزش ها و فرهنگ های مختلف قومی و زبانی بی ارزش و بی معنا پنداشته میشود.هر چند اکثریت آنها پشتو را با لهجهٔ خارجی صحبت میکنند ولی تربیت، خلق، و آداب پشتونولی و حتی جامعه افغانستان را ن��ارند. آنها از کودکی در مدارس پاکستانی، به دور از آغوش گرم خانواده و تربیت خانوادگی در شرایط خشونت بار و آزار و اذیت بزرگ شده اند و به هیچ وجه با رسوم، عقاید، فرهنگ روابط و مناسبات اجتماعی هیچ قوم شریف افغانستان بلدیت ندارند. آنها به همین خاطر از مردم به هر قومی که تعلق داشته باشند هراس دارند و به هیچکسی به غیر ملا و طالب اعتماد نمیکنند. حذف تمامی افراد غیر طالب از هر قوم از ادارات دولتی مصداق این مدعا است .
دختران و زنان تمامی اقوام به شمول پشتون ها از تمامی حقوق شان محروم گردیده اند. کادر های مسلکی همه اقوام از ادارات دولتی و سایر فرصتهای شغلی حذف گردیده اند و از ترس پیگرد غیر قانونی، شکنجه و قتل مجبور به ترک کشور شده اند. طالبان درد های بیشمار و بیدرمان را برای همه اقوام و به خصوص برای پشتونها خلق کرده اند. آنها با افروختن آتش نفرت های قومی، تبعیض سیستماتیک، تعصبات زبانی و مذهبی ، جنایات علیه مخالفین ، آپارتاید جنسیتی دشمنی های زیاد و عقده های کور را برعلیه مردمان شریف پشتون فراهم کرده اند. چیزیکه پشتونهای اصیل، ملی اندیش و وطندوست از این وضعیت متنفر و شدیدا نگران اند.
طرح دولت سوئیس صرف میتواند افراد قربانی ظلم طالبان را چندین باره قربانی کند.
