In Saint Petersburg, some petrol stations have reportedly introduced limits of 20 litres per vehicle. Meanwhile, in Nizhnekamsk, reports suggest motorists have begun panic-buying after restrictions appeared at several filling stations.
The reports come as Ukrainian long-range strikes continue to target Russia’s refining and fuel infrastructure, including facilities in Tatarstan. Ukrainian forces claimed strikes on both the TANECO and TAIF-NK refineries in Nizhnekamsk overnight.
Whether these measures are precautionary, localised shortages, or the beginning of a wider fuel supply problem remains unclear, but they are another sign that the war’s economic effects are increasingly being felt inside Russia itself.

Ukrainian Defender "Kit" ("Cat") from the Magura Brigade joined the military at the age of 24. Over four years of service, she has fought in some of the war's hottest sectors, including the defense of Donetsk region, the counteroffensive in Zaporizhzhia region, and the Kursk operation.

The refinery in Nizhnekamsk, Tatarstan, currently in Russia is more than 1,100 km (700 miles) from the Ukrainian border.

New footage has captured a massive blow dealt by Ukrainian forces to Russian logistics in Crimea, as they used FPV-2 and "Behemoth" drones to obliterate around 50 fuel and ammunition trucks.
The targeted strikes successfully hit key bridges near Armyansk, crippling the occupiers' supply lines. Additional footage also captures strikes on a bridge near the village of Stavky.
Meanwhile, fires at Russia's sprawling Nizhnekamskneftekhim facilities continue to expand after several Ukrainian drone strikes on multiple areas of the complex several hours ago.
With all Russian air defenses now either protecting Putin's palaces or the Kremlin, Ukrainian drones have time to carefully target before strikes.

Against the backdrop of ongoing attacks by Ukrainian formations on our cities, the authorities recently held the St. Petersburg International Economic Forum. On the opening day of the forum, the St. Petersburg oil terminal - one of the largest on the Baltic - was attacked. Yet the arguments that had previously led to the cancellation of the Victory Parade on May 9 were not deemed sufficient to cancel the forum. It appears that the main purpose of such events is to demonstrate illusory well-being, behind which there are no visible real achievements other than the personal enrichment of the elites.
Over the past years, numerous development programs and strategies have been drafted in Russia across all sectors of the economy. However, virtually none of them have been implemented - they have remained on paper and in declarations delivered from international rostrums. Instead of real action, we continue to face new prohibitions, restrictions, and a growing financial burden.
One of the most acute problems is the housing and communal services sector, which has effectively become an instrument for extracting money from the population. Over the past 25 years, tariffs have risen by 366%. Officials justify this with false arguments while covering up their own inaction. A pensioner receiving a pension of 22,000 rubles is forced to pay 12,000 rubles for utilities. The infrastructure inherited from the Soviet Union is deteriorating, while funds are not directed toward repairing networks but toward yachts, palaces, and foreign assets. Direct presidential orders to curb tariff growth are not being fulfilled — according to various estimates, up to 99% of such decrees remain nothing more than words.
Meanwhile, the pockets of government officials and affiliated elites remain far from empty. According to Forbes data for 2026, the number of Russian billionaires reached a record 155 people, with their combined wealth totaling nearly 700 billion dollars - one and a half times the size of the federal budget. Multi-billion-dollar thefts, arrests of officials at all levels, and the seizure of assets worth one trillion rubles per year - this is the real picture. This course was largely inherited from the 1990s, when the country experienced the large-scale plunder of state property.
What would an external enemy do upon capturing Russia? They would seize resources, plunder industry, sharply raise tariffs, and build mansions for themselves. But no invasion took place - the authorities accomplished this themselves, and more effectively than any aggressor. In 35 years, not a single successful reform has been carried out, while oligarchs continue to multiply and grow richer - and this is already in the fifth year of the special military operation.
Addressing the topic of the special military operation (SMO), which I have long avoided, I must state the following: corruption scandals are accompanied by ongoing losses among the most active and reproductive segment of the population due to ineffective leadership. Attacks on our cities continue and are expanding geographically. The West is increasing drone supplies, and we are forced to endure it. Officials from the Presidential Administration are already stating that the goals of denazification and demilitarization of Ukraine have effectively been reduced to acquiring new territories rather than the entire country.
If this situation continues, a social explosion and chaos will become increasingly likely. The West will inevitably exploit this to finish off what remains of Russian statehood. For a quarter of a century, the political system has been led by the same team, which appears to have largely lost touch with the needs of the people. Modern Russia has existed for half as long as the Soviet Union, yet only oligarchs and their inner circle - less than 5% of the population - can claim any real development.
I call on the ruling authorities to come to their senses!
We demand an end to the unjustified growth of housing and communal services tariffs and the restoration of a fair pricing system. Real accountability must be established for officials who fail to implement laws and direct presidential orders. We need a clear, public plan for concluding the SMO based on Russia’s national interests. We demand an end to the practice of ostentatious forums that produce no real results and a focus on solving the urgent problems facing citizens.
The time of illusions is over. The country stands on the brink of a social explosion, and full responsibility for this will rest with the irremovable power.
