Earlier there was ambiguity that whether company is required to file pending AOC-4 and MGT-7 or not before filing of Strike Off Application as per notification dated 17th April, 2023. now MCA has clarified that it is required to file AOC-4, MGT-7, there is no exemption for that.

The MCA its notification dated March 24, 2021 and subsequent notification April 1, 2022, has made it mandatory for every company to fulfill the audit trail feature in their accounting software from 1st April, 2023. Accounting software used by companies will have to comply this.
