The recent killing of Wang Wang and her three puppies has drawn widespread attention and highlighted the calls for stronger animal protection legislation.

Although Feline Guardians exists to combat organized cat torture networks and feline abuse, Wang Wang and her puppies murder highlights a deep overarching crisis. The deliberate torture and killing of cats and animals is widespread, and the methods used against Wang Wang and her puppies closely resemble forms of abuse that have been repeatedly documented within organized cat torture networks.

These networks are not simply places where videos are shared. Individuals discuss and plan acts of torture, exchange methods, encourage one another, and compete to carry out increasingly extreme acts of cruelty. Mothers with their young are frequently targeted. We have documented numerous cases involving mother cats and kittens where individuals deliberately inflict prolonged physical suffering alongside psychological torment.

The abuse of Wang Wang and her puppies also expose the growing issue of children becoming involved in acts of extreme animal cruelty. Exposure that glorifies torture is exceptionally harmful, particularly for young and developing minds. Torture videos are not just evidence of abuse - they can normalize sadistic behavior and desensitize which can lead to carrying out acts of extreme cruelty and pain.

Addressing online cat torture networks is so important. Even though our mission is to expose and combat organized cat torture networks, our thoughts are also with Wang Wang and her three puppies. By introducing laws, it will protect cats and other companion animals.

Every victim of deliberate animal cruelty deserves justice, and every effort to prevent this violence protects animals of all species.

Laws determine whether cruelty has consequences.

There are countries, where those who torture cats face criminal prosecution. Evidence is collected, offenders are investigated, and legal action is taken. These laws provide an important foundation for protecting cats and holding perpetrators accountable.

In too many other countries, the legal protections needed to prevent cat cruelty are still not adequate. China remains one of the most significant examples, with no comprehensive national anti-animal cruelty law outlawing torture. Without meaningful legal consequences, organized cat torture is legal and allowed to continue.

This isn't what is agreed by the public. A public vote issued by the Ministry of Justice (China) resulted in 96% of people stating they are in favor of an anti-cruelty law out of 4.2 million votes.

We advocate for stronger legal protections and support those working systemically to bring an end to organized feline abuse and torture.

Cat abuse happens internationally; however, there are countries where the number of victims is rising sharply. Nexus, a zoosadism investigation organisation, has reported an "extremely sharp increase in reports and cases in the last six months."

In Egypt, Penelope is one of the cats who has suffered as a result of this growing crisis. She was either stomped on was beaten on the head or neck with a heavy object, causing devastating injuries that left her blind and severely damaged the nerves in her head and neck. She not only endured cruel abuse, but will also have to undergo painful treatments in her recovery.

Despite everything she has endured, Penelope is fighting to survive. She is receiving veterinary care for her injuries, severe malnutrition, dehydration, anaemia, and infections. Once she is strong enough to safely undergo anaesthesia, she is expected to need surgery to remove both of her eyes.

Mosley of the Bronx, New York City, who was accused of killing a cat named Mercy in a ritualistic sacrifice, has pleaded guilty and will be serving two years in prison. He is expected to return to court on August 11 for formal sentencing.

Mercy’s story has drawn sustained public attention, with advocates repeatedly attending court proceedings and demanding accountability for her killing.

The ritualistic nature of Mercy’s killing reflects acts within organized cat torture networks. The deliberate infliction and prolonging of suffering reflects the sadistic mentality of cats being treated as objects where extreme violence is inflicted for personal enjoyment.

These networks proliferate images and videos of torture online - content that should never exist, let alone be distributed where it can encourage, influence and normalize further acts of extreme cruelty.

We welcome the guilty plea and the accountability that has followed. However, no sentence can undo the suffering inflicted upon Mercy.

Xiǎoyǔ is a victim of the cat torture networks operating primarily within China.

In Mainland China, there are no protection laws covering acts of cruelty against cats and other domestic animals. As a result, Xiǎoyǔ and thousands of other victims have been subjected to prolonged and extreme abuse with no legal protection at the hands of cat torture networks. Every victim is a life that that deserved protection.

Reports indicate that on 6 June, Li M. was filmed abusing a dog in Chongqing, China. The footage sparked widespread outrage and exposed allegations of a prolonged history of cruelty towards both cats and dogs.

While tragic, the case has also prompted a rare public response, with local citizens within China openly condemning animal cruelty and calling for accountability.

For sadistic cruelty as present in the cat torture networks, there is no excuse as to why there is no legislation protecting them. This latest response highlights that animal cruelty is no longer being publicly tolerated within China. We are continuing to advocate for the voices that need to be heard.

A landmark sentencing for cat abuse victims.

In Singapore, Ryan Tan Yi Bin has been jailed for 31 months for the serial abuse and killing of six cats. This case - highlighted by victims like Field Field - marks a major step in recognizing the severity of such crimes.

The judge condemned the acts as “deplorable, sadistic and serial abuse,” calling them among the worst seen locally. A clear message: cruelty against defenseless animals will face serious consequences.

We continue working to protect cats and push for stronger laws, including in regions where protections remain inadequate.

April is Prevention of Cruelty to Animals Month!

Established by the ASPCA in 2006, this month is dedicated to raising awareness about animal abuse, promoting compassion, and pushing for stronger protections for animals worldwide.

Cats are among the most abused companion animals in the world, and the scale of organized online cruelty is far greater than most people realize:

• Between May 2023 and May 2024, a video showing the torture and killing of a cat was uploaded to online Chinese abuse communities every 14 hours and 24 minutes on average.
• In September 2023, the Chinese online cat torture network promoted a “100 cat kill” competition, encouraging members to quickly torture and kill 100 cats. Similar contests have been held every year since.
• Feline Guardians investigative partner documented over 130 X accounts promoting cat abuse in just one month.

This is not isolated. Animal abuse is strongly linked to other forms of violence, including domestic abuse and harm against children.

This April we’ll be sharing facts, stories, and ways you can help throughout the month.

A Beijing court ruled in protection of 12 stray cats left caged in freezing conditions. Chinese volunteers rescued the cats who were left caged on an open sidewalk. The woman who kept them in the cages then sued the main rescuer, Ms. Luo, demanding the cats' return. The courts sided with the rescuers, stating the treatment of the cats violated public moral standards for animal welfare.

It shows feline suffering can be legally recognized as morally reprehensible - largely in part to Chinese rescuers and citizens who spoke up.

But it raises a critical question: if courts can protect cats in visible, condemned cases, why are organized cat torture networks still not being actively pursued? These abuses are documented, deliberate, and ongoing.

If the law can step in for cats on a sidewalk, it can step in for cats enduring extreme cruelty for sadistic entertainment. The growing calls for stronger protections deserve to be heard.
