If any one thinks there will be no issues with some new minister appointed, he is in delusion.

That doesn't mean he should not resign.

Understand the problem here -

We are thinking that the ministers are in 100% control. No ministers can ever be because they come to office for 5 years. By the time they learn the entire admin structure, someone else becomes a minister as his replacement.

This is more of a structural governance issue followed by copy-pasting british governance after 1947 rather than about some corruption.

Ancient Bharat used to groom legacy royal families and the affiliates for specific domains of governance. Those appointed ministers would know in and out of everything of that particular domain for which they are groomed from childhood.

In the british governance model even if the minister knows the domain, he cannot take action because he can't take risks as things are to be instantly delivered every moment within the 5 years in office.
