This is actually a BCG( Bacillus Calmette-Guérin) vaccination scar.

The BCG vaccine is given to infants in many countries to protect against severe forms of tuberculosis. After vaccination, the injection site often forms a small ulcer, heals slowly, and it’s harmless.
