Judge was with Vegapunk and the science group, MADS from the beginning, and together they had discovered Lineage Factors (DNA)

Sanji was considered a failure because at first it seemed that these modification didn't take hold in his genes. Unlike his sister and brothers whose emotions were inhibited and power augmented.

However, what actually happened was that the mechanics of Sanji's powers were reversed. Instead of his power inhibiting his emotions, instead his emotions became the trigger of his power.
