And features to secure that next largest customer will be given extra attention at the expense of others. Business decisions will always outweigh local optimizations of lower cycle time.

Some work should jump the prioritization queue. If you don't have "a policy" to give preferential treatment to *some* types of work for *some* types of reasons, everyone will apply their own. Some people use "class of service," others "escalation policy" and it's a good thing.
