Looks like the site is down because of another attack, working on it but not much I can do from my end. Most installer services should have things cached so use Curse or Modrinth installers for your modpacks.
So Mojang deleted a DNS entry for their old servers. Exposing an issue in our installers. This has been fixed and all versions updated. Simply download the installer again to get the fix for this and a few new features.
We are also rolling out a new recommended build policy that means a RB every month if there are substantial changes. This changes it from 'whenever someone feels like writing the post' that it was before.
With 1.20.2's official release today, Forge is officially updated. There are plenty of things in the works but modders who are brave enough should be able to start taking a peek.

The plan is to still have a 1.19.3 RB on the 1st. With this vote determining which version gets LTS. So please go vote.
But besides that, it looks like modders have been liking some of the 1.19.3 changes.
