The ten biggest $NUAI tells buried in the Odessa city meeting transcripts:
1. 12 officials are flying to Dallas to tour a facility built and operated by “one of the joint venture partners” on the Ector County project. The market calls that JV a non binding LOI. The city talks about it like it already exists.
2. The ODC is holding $25 million in dry powder for “a really big project.” Their words. You don’t reserve that and let it sit for long.
3. The City Manager wants a new hire starting October to administer 380 agreements, TIRZ and industrial districts. None of those agreements exist yet. That’s the city telling you when the paperwork lands on a desk.
4. Their marketing contractor kept $50k aside “in case there is a big announcement.” Cities pre-fund announcement comms weeks out, not months. That budget exists now.
5. Same contractor called Abilene to ask how they handled the early days of Stargate. You make that call when you’re preparing for a specific event. And you benchmark against Stargate when the event is that size.
6. Texas might kill the data center sales tax exemption in the 2027 session. Worth hundreds of millions on a site this size. The tenant has to sign and certify before January 2027. Their clock now too.
7. The Dallas trip is to inspect water, noise and electricity firsthand. Governments do the site visit before the incentive vote. The vote windows are August 11 and August 25.
8. A developer rep speaks at the local meeting in August. Community acceptance work always runs just ahead of the announcement. Not months ahead.
9. Officials already pre-answered the two killer objections. Water use is low. Power is self generated, nothing from the grid. The pitch is written. You write the pitch when the thing is close.
10. The governor is pushing closed loop air cooling as a requirement. The official said all the projects they’re talking to already do it. The design is compliant before the rule exists.
Put it together. Votes in August. Announcement window late August to mid September if the machine keeps this pace. Whether it signs is the tenant’s call. When was never the mystery.
