President Tinubu offers lifeline to Dangote Refinery, NNPC to sell crude to it in Naira

To ensure the stability of the pump price of refined fuel and the dollar-Naira exchange rate, the Federal Executive Council today adopted a proposal by President Tinubu to sell crude to Dangote Refinery and other upcoming refineries in Naira.

Dangote Refinery at the moment requires 15 cargoes of crude, at a cost of $13.5 billion yearly. NNPC has committed to supply four.

But the FEC has approved that the 450,000 barrels meant for domestic consumption be offered in Naira to Nigerian refineries, using the Dangote refinery as pilot. The exchange rate will be fixed for the duration of this transaction.

Afreximbank and other settlement banks in Nigeria will facilitate the trade between Dangote and NNPC Limited. The game changing intervention will eliminate the need for international letters of credit. It will also save the country of billions of dollars used in importing refined fuel … F.Ote💲

Utsev Urges Increased Funding to Bolster National Food Security.

The Honourable Minister, Federal Ministry of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev FNSE FNICE, FNIWE, has called for a surge in funding to fortify food security across the nation. 

The appeal was made today during a courtesy visit by Mr. Ndiame Diop, the incoming Country Director of the World Bank to Nigeria, accompanied by his team, to the Honourable Minister.

Highlighting the paramount importance of allocating resources towards food security, Prof. Utsev underscored its potential to spur employment opportunities and curtail criminal activities nationwide.

He stressed the necessity of fostering a robust partnership between the World Bank and the Ministry to effectively pursue the Sustainable Development Goals (SDGs).

Prof. Utsev reiterated the ministry's anticipation of additional funding from the World Bank to facilitate the implementation of the Sustainable Power and Irrigation Project for Nigeria (SPIN) and expressed optimism that the project would not only create job opportunities for youths but also bolster power generation, economic growth and food security.

Acknowledging the outgoing World Bank Country Director, Mr. Shubham Chaudhuri, for his commendable service, Prof. Utsev extended gratitude and best wishes for his future endeavors. He also extended encouragement and support to the incoming Director, Mr. Ndiame Diop, for a fruitful tenure ahead.

The Permanent Secretary of the Federal Ministry of Water Resources and Sanitation, Alh. Aliyu Shehu Shinkafi, FCNA, emphasized the imperative of streamlining administrative processes within the World Bank to expedite fund disbursement for project projects execution.

In response, Mr. Ndiame Diop, the incoming World Bank Country Director, expressed eagerness for a strengthened partnership and continued collaboration with the Ministry. He stressed the significance of sustained financial support for the Ministry's projects and programs.

Mr. Shubham Chaudhuri, the outgoing World Bank Country Director in Nigeria, conveyed gratitude to Nigeria and the Ministry for their exemplary partnership. He lauded Nigeria's strides in the Water and Sanitation sector and assured continued support from the incoming Director to further advance the nation's development goals.

Earlier today, at the State House, I launched the Expatriate Employment Levy (EEL) to facilitate home-grown skill retention and technology domestication, aiming to balance employment opportunities between Nigerians and expatriates. The goal is to close wage gaps between expatriates and the Nigerian labour force while increasing employment opportunities for qualified Nigerians in foreign companies operating in the country.

As a government, it is expected that the EEL will improve revenue generation, naturalisation and indigenisation, and we anticipate the employment of more qualified Nigerians by foreign companies operating in this country. My administration seeks a more significant balancing of employment opportunities between Nigerians and expatriates and the closure of the wage gap between expatriates and the Nigerian labour force by making it more attractive to hire Nigerians.

I declare my support for the Expatriate Employment Levy scheme and will continue to encourage the operators, practitioners of immigration matters and expatriate quotas. Still, I emphasise this to all agencies involved in its implementation: do not use it as a bottleneck; do not use it as an obstacle to frustrate potential investors. This initiative should not be used as an impediment nor as a cudgel wielded to discourage foreign investors.

I expect there will be clear lines of implementation and effective acceleration of the aims and objectives of this programme. Officials in charge of immigration matters, expatriate quotas, and relevant stakeholders are effectively guided to make Nigeria the focus of the aim of this EEL.

Fellow Nigerians, we might be going through a difficult period now. Still, when you look at the Infrastructure Concession Regulatory Commission (ICRC), the Federal Ministries of Finance, Budget and National Planning, and the people manning the ship of this country, including the Central Bank of Nigeria, they have collaborated. In the spirit of development and progress, we are glad that reasonable effort is being made to re-engineer the country's finances and make growth our hallmark.

Nigeria will succeed.
