Canada was reportedly prepared to remove some retaliatory tariffs, restore U.S. alcohol to provincial shelves, and make limited changes around dairy administration. In exchange, Ottawa wanted substantial relief from U.S. tariffs on Canadian steel, aluminum and vehicles, along with more predictable access to the U.S. market.

The negotiations appear to have broken down when the U.S. demands expanded. Canada objected to Washington seeking different treatment for parts of the Canadian auto industry, particularly trucks, and to proposals that could restrict Canada's ability to negotiate independently with other countries or require Canada to mirror U.S. tariffs against third countries.

There were also concerns about U.S. demands affecting Canadian cultural and language policies, including protections important to Quebec.

For Canada, the issue therefore became bigger than tariffs. The government had to decide whether tariff relief was worth accepting constraints on Canadian sovereignty.

Prime Minister Carney's position was essentially that Canada was prepared to cooperate deeply with the U.S., but only if Canadian businesses received genuinely preferential access in return. Without that balance, Ottawa concluded the proposed deal was not worth accepting.
