But U.S couldn’t sanction:

• Any leader from DRC’s FARDC for shelling in Rwanda and killing innocent civilians from 2019 to recent days where 16 died and 171 injured.

• The leader of Codeco, a militia that has killed 1000 Congolese in the last 2 years.

• Any leader from DRC’s FARDC for working with FDLR a genocidal-terrorist group.

• Any leader from DRC’s FARDC for giving safe haven to FDLR a genocidal-terrorist group. (U.S labeled the group so)

• Any SADC leader for being in bed with a force (FDLR & Co.) that killed unarmed civilians.

• Any DRC leader for employing mercenaries that are normally prohibited worldwide.

• Any DRC leader for distributing weapons to children in Bukavu.

• Any leader from DRC for burning embassies in Kinshasa including U.S embassy.

• Both President Felix and Neva for saying publicly that they will carry out a plan to overthrow Rwanda’s government and its President who was elected democratically by Rwandans.
