It is not clear that either Biden or Trump possessed the authority to bomb the Houthis in Yemen the last 1.5 yrs. Congress has not taken action to authorize strikes, so presidents are either warping the 2001 AUMF against Al-Qaeda or stretching independent Article II powers.
