How to fix Adult Social Care.
1. Fix the fee rate nationally & use the @homecareassn recommended minimum rate.
2. All Care Staff to be on a professional register (NVQ2 Minimum)
3.Change VAT to Zero from Exempt, allowing £600M PA to be claimed back.
