Court records show Johnson has accumulated 29 arrest cycles in Colorado. His history includes repeated failures to appear, protection-order violations, felony vehicle theft, drug possession and distribution, weapons offenses, multiple assaults (including prior strangulation), burglary, and another sexual assault case. He has multiple prior convictions that resulted in Department of Corrections and jail sentences, including a four-year DOC term for a strangulation assault.

How many chances does a repeat violent offender get before the system prioritizes public safety and victims over repeated releases?
