This bill was the product of Sen Cory Gardner. The language of his bill was inserted into passed House bill 1957 and sent back to the House.

@Irishfan1977 I fully understand the process. It happens frequently. But this bill is the work of Sen. Cory Gardner not Joe Cunningham. Joe's bill never made it out of committee. In my previous post, I also posted the White House transcript.
