I emailed Brandi Oliver at Starlink a few days ago. There is a lawful path to introduce Starlink in South Africa through a different structure, and most of the groundwork is already done — including a 25-year outsource agreement with a district municipality serving a large, homogeneous community.
Starlink is a strong fit for the planned municipal intranet. The original design relied on VSAT, Telkom- and Transnet copper, cellular networks, switches and routers. Starlink can replace that wide-area layer.
The Constitution gives municipalities broad powers to serve their communities. That includes choosing how local services are delivered. In this case, it supports a municipal model rather than waiting on a conventional national rollout.
If this proceeds, metros such as Pretoria, Johannesburg and Cape Town will have every reason to follow, and their requirements are an order of magnitude larger than this district’s. Government would then have no hand in Starlink being introduced at municipal level, because these initiatives would fund programmes that directly improve impoverished areas across South Africa.
I hope Starlink will consider this and support a discussion.

We already have a signed agreement with a large district municipality in South Africa. The structure offers a practical way to introduce Starlink in the country and addresses the BEE requirement as part of the model itself.
The business model and related projects would benefit communities under both a non-ANC district municipality and the relevant traditional kingdom in a relatively homogeneous part of the country.
