It has been a long journey from the day Lt Gen Mkhwanazi walked through the doors of the Madlanga Commission and asked for help. Oh boy, he knocked at the right door. Since then, the working relationship between the Gen,evidence leaders and Commissioners has been extraordinary. The Commission has become a place where serious allegations can be tested: allegations that some people used state resources to enrich themselves, from Parliament to local government and back again. Alleged criminal networks have fought back against those confronting corruption, including Gen Mkhwanazi,Khumalo,Masemola and others.

Wrongful prosecutions, institutional resistance and political pressure appear, from the evidence led so far, to have been part of that fightback. Officials and structures across SAPS, IDAC, IPID and other institutions have been drawn into this contest. That is why the public is watching so closely. It is concerning that Katiso KT'Molefe remains out on bail while serious allegations about him have been placed before the Commission. Those who granted bail may say they acted within the law. That may be so. But the public is entitled to ask whether that decision still stands against the evidence now on record, and how much state capacity was used around his arrest and release while others in related matters remain inside. These questions need proper investigtion and accountability where evidence supports it.

These generals have been through a great deal. Gen Masemola has also faced serious allegations and public controversy, including matters involving IDAC and an attempted plea arrangement linked to Cat Matlala that did not succeed. The focus now must be on evidence and cleaning the institutions that serve the public. The Commission has heard that the suspended Minister told Adv 'GOJAS'of IDAC that he wanted to clean up SAPS and crime intelligence, and needed IDAC’s help. When Gen Masemola returns from his meeting with the President, Mchunu should look carefully at what 'cleaning out corruption in SAPS, IPID and DPCI' actually means, courese it looks like his about arrest everything including incuding politicians who think they are powerful.

Since Gen Mkhwanazi entered those doors, many dedicated men and women from different departments have come forward. Some were badly treated by leaders now alleged to have been compromised, especially after questioning unlawful or irregular instructions. IT has given them a platform. The Commission has shown us a great deal, and much has changed. A lot still needs to be done, but I am encouraged by what it has achieved, If the President can see what the public has seen, and if he established this Commission in the interests of the country, not only to deal with selected issues, then he should seriously consider extending its mandate.

LG is where this work is most urgently needed. Stopping now would leave important questions unanswered. This is a rare chance to strengthen institutions and hand a more functional state to the next administration.
Give the them more time to go deeper into LG and the major metros. Officials may still be afraid to come forward against powerful HODs and senior figures. Let it also examine the Western Cape and test competing claims about service delivery and fair distribution of resources. The N.W also needs serious attention.

LG is where small operators can allegedly become major tenderpreneurs, with networks that later reach ministers and senior officials across municipalities run by different parties. That is where part of the national problem begins. The Commission, and the generals who came forward, have already brought serious questions about institutional capture into the open. This is bigger than a few high-profile names. It starts in municipalities. If left unchecked, it grows into the national crisis we now recognise.
