@DrJimmySullivan By this new definition that has evolved since the 80’s, this would mean that Charter schools are public schools. Tennessee passed a law that in Tennessee, they must be a 501-c3 to operate here.

Here is the new definition.
A public school is a school that runs on public funds, usually government-imposed taxes. It's free for everyone to go to a primary or secondary public school. This would mean they are public.

Article XI section 12 states,The State of Tennessee recognizes the inherent value of education and encourages its support. The General Assembly shall provide for the maintenance, support and eligibility standards of a system of free public schools.
