We have an opportunity now to change Tshwane's infrastructure funding trajectory. The City has taken an initial step through its first BFI submission.

But one application is not an infrastructure funding strategy. One funding instrument will not close our infrastructure gap. We need a portfolio of funding models, matched to a portfolio of well-prepared projects.
That is the confidence I want us to build here today. When we leave this Roundtable, Tshwane must be clearer about how it will finance its infrastructure future.
