Adjusting social programs / entitlements in the face of an aging population is adaptation. Taxing the youth to maintain an unsustainable system is not

No, but a 1:1 ratio cannot support pensions or healthcare for the elderly w/o taxing workers into oblivion, which I doubt will improve fertility rates

It might be “manageable” under a system that doesn’t resemble what we currently have in the West
