Scrawny black man, 5'8" or so, slouchy rastafarian hat. He should be seen on any cameras in the area where they are lying. He would always plop them down and walk away. I think to avoid being pointed as their owner.

They have mange and are malnourished. He picked them up by the leash and hung them to carry them. He later shoved them in a bag.
