@politvidchannel No he isn’t. Even if he issued an EO, the constitution doesn’t permit it. It requires 2/3 of the House and Senate, or by a constitutional convention called for by 2/3 of the state legislatures. Then 3/4 of the states have to vote in favor of the change.

That said. If the members truly want him as their candidate, then the union should endorse him.
