STRENGTHENED SOPs for All School Tours Buses, coasters and Omnibuses (Taxis) – Uganda

*
Based on: _Traffic & Road Safety Act Cap 361_, _MoES Guidelines 2023_, _NEMA + UNRA + URA + Police Safety Standards_
Applies to ALL public, private, and government-aided schools. _Non-compliance = Trip cancelled + Head teacher liable_

*1. PRE-TRIP PLANNING SOPs - ZERO TOLERANCE*

Procedure:
1. Approval1. Board + PTA + DEO written approval 21 days before. Verbal approval not accepted
2. Copy submitted to District Police Commander + Regional Traffic Officer
3. Parent consent notarized + with National ID copy of parent/guardian
4. Risk assessment form signed by Head teacher + Chair PTA
*2. Route & Risk Assessment*
1. Route must be pre-driven 48hrs before by Head teacher or delegate
2. Identify hospitals, police posts, and fuel stations every 50km
3. For trips >4hrs: Mandatory 2 drivers + 2 teachers. No exceptions
4. Itinerary shared with parents, DEO, and Police via WhatsApp + hard copy
*3. Bus Selection*
1. Bus must be <10 years old.
Older buses banned

2. *PSV License + School Trip Permit* from URA/Police
3. Insurance: Comprehensive + Passenger liability of min UGX 50M per passenger
4. UNRA road fitness done <14 days to trip. Sticker must be displayed
5. Capacity: Max 40 seated. 1 empty seat per 10 learners for emergencies. No standing, no roof luggage
*2. VEHICLE & DRIVER REQUIREMENTS SOPs*

*A. BUS REQUIREMENTS - MANDATORY*
1. *Roadworthy*: Full mechanical check 24hrs before by UNRA garage. Report attached
2. *Safety equipment*: 3 Fire extinguishers, 2 first aid kits, 3 warning triangles, tool box, spare tire, seatbelt cutter
3. *Seatbelts*: 3-point seatbelts for EVERY seat. Tested and signed off
4. *Identification*: "SCHOOL BUS - CHILDREN ON BOARD" front + back + both sides. Flashing amber + red lights
5. *Speed limiter*: Governed at 70km/hr max. Governor certificate + printout from last 30 days
6. *Tracking*: Live GPS tracker with school + parent rep access. Geo-fence alerts
7. *CCTV*: Internal camera recording with 30-day storage
8. *Doors*: Emergency exits tested. Door alarm if opened while moving

*B. DRIVER REQUIREMENTS*
1. *Valid Permit*: Class D/E + PSV badge + Defensive driving certificate
2. *Experience*: Min 5 years PSV. No accident record in last 3 years
3. *Medical*: Full medical + drug/alcohol test 12hrs before departure. Results on file
4. *Relief driver*: Mandatory for any trip >4hrs. Both must be present at briefing
5. *Conduct*: Phone in sealed box. 0 alcohol tolerance. Random checks by Police

*3. ON THE DAY OF TRAVEL SOPs*

*A. BEFORE DEPARTURE - CHECKLIST*
1. *Supervision*: 1 teacher per 15 learners. Min 2 female teachers if girls. Head teacher or Deputy must be on board for inter-district trips
2. *Triple Headcount*: Classroom → Bus door → After seating. Signed register
3. *Safety briefing*: 10min drill on seatbelts, exits, evacuation. Video recorded
4. *Inspection*: Joint inspection by Teacher + Driver + Parent Rep. Sign off form
5. *Communication*: WhatsApp group created: Driver, Teachers, Head teacher, DEO, Parent Rep, Bus company. Live location shared

*B. DURING THE JOURNEY*
1. *Seating*: Assigned seats. Attendance check every 1 hour
2. *Supervision*: Teachers at front, middle, back. Roving checks every 30min
3. *Stops*: Only at gazetted police stations, fuel stations, or schools. No roadside stops
4. *Speed*: Max 70km/hr. Stop every 1.5hrs for 20min. Driver change if >4hrs
5. *Zero distraction*: No music, no videos, no eating except water. Silence during driving
6. *Weather*: Trip cancelled if heavy rain/fog. Driver has authority to stop

*C. AT DESTINATION*
1. *Quadruple Headcount*: Off bus → Activity site → On bus → Before departure
2. *Buddy system*: Groups of 4. Group leader reports to teacher every 30min
3. *Secure perimeter*: Teachers do perimeter check before learners exit bus
