@yugopnik Anyone who’s lived, or even spent time in a Tier 1 city knows that mass homelessness is a serious problem in mainland China. Reporting on it is banned, and any talk/images/video of it is censored, of course, but preventing leaks is impossible when an issue is so out in the open.

Your Charter on Fundamental Human Rights and Freedoms directly states that speech is a "Qualified Right", IE, a privilege, and the list of reasons that privilege can be revoked ends in "etc". Your govt can ban any/all speech they don't like.

If, and this is a big if, she’s having some kind of manic episode, she had no clue what she was saying/doing. If she was just drugged out, then throw the book at her.
