At the interactive dialogue on “Accelerating the Global Energy Transition: Advancing Renewables, Energy Efficiency and International Cooperation,” #Azerbaijan emphasized that a secure and sustainable energy future requires practical action, stronger international cooperation, and increased investment in renewable energy, resilient electricity grids, and enabling infrastructure.

Azerbaijan also highlighted its ambitious energy diversification agenda under its “Azerbaijan 2030: National Priorities for Socio-Economic Development” strategy, expanding solar, wind and hydropower projects, including in the liberated territories.

The statement further recalled the key achievements of Azerbaijan’s #COP29 Presidency, including the Baku Climate Unity Pact and the launch of the COP29 Global Energy Storage and Grids Pledge Initiative.

At the high-level open debate on “Strengthening the mechanisms for the peaceful settlement of disputes: follow-up to #SecurityCouncil resolution 2788 (2025)”, #Azerbaijan emphasized that #peacefulsettlement must serve the early, just and lasting resolution of disputes, and mediation must be impartial and conducted in accordance with the Charter and international law.

It was underscored that the effectiveness of peaceful-settlement mechanisms depends on the implementation of decisions already taken. In this context, reference was made to Azerbaijan's own experience, where relevant Security Council resolutions remained unimplemented for nearly three decades despite their clear demands.

Special attention was drawn to the significance of greater solidarity with countries that are overcoming the severe consequences of conflict, rebuilding devastated cities, rehabilitating the destroyed environment and biodiversity, and helping forcibly displaced populations return to their homes in safety and dignity.

The Delegation of the Republic of Azerbaijan, led by Mr. Ismat Aliyev, Deputy Minister of Internal Affairs, participated in the Fifth United Nations Chiefs of Police Summit (#UNCOPSV) at UN Headquarters.

On the margins of the Summit, the Deputy Minister held bilateral meetings with counterparts and participated in a number of side events.

As the principal global forum for senior police leadership, #UNCOPSV advances dialogue and cooperation to address transnational security challenges and strengthen partnerships between national police services and United Nations policing.

During the #UNGA annual debate on the #ResponsibilityToProtect (R2P), #Azerbaijan emphasized that the Responsibility to Protect must be implemented consistently and sustained at the national, regional, and multilateral levels, free from double standards. It underscored that permissive interpretations of legal obligations, disinformation, and non-compliance with international law erode respect for international norms and exact an immense human toll.

Azerbaijan also drew attention to the enduring humanitarian consequences of the past conflict on its territory, including hundreds of thousands of refugees and internally displaced persons, the widespread destruction of towns and villages, the continuing uncertainty surrounding fate and whereabouts of missing persons, and the growing number of civilians killed or injured by landmines and other explosive remnants of war.

It was further stressed that accountability lies at the heart of addressing the legacy of atrocity crimes. In this regard, #Azerbaijan reaffirmed that it has taken decisive steps to investigate and prosecute serious offences committed during the past conflict, in accordance with its international obligations.

At the UN General Assembly plenary meeting on the UN Global Counter-Terrorism Strategy, held on 1 July 2026 at UN Headquarters, Amb. Tofig F. Musayev, Permanent Representative of the Republic of Azerbaijan to the United Nations, reaffirmed Azerbaijan's unequivocal condemnation of terrorism in all its forms and manifestations and its unwavering commitment to the global fight against terrorism.

He stressed that strict compliance by all States with their international counter-terrorism obligations remains essential to ensuring that their territories are not used for terrorist, separatist or other related activities. He also underscored the importance of holding perpetrators of terrorist acts accountable, as well as maintaining continued solidarity with and support for victims and survivors of terrorism and affected States.

During today’s #UNSC open debate on Children and Armed Conflict (#CAAC), #Azerbaijan underscored the importance of sustained international attention to this issue, as violence against children continues unabated.

It was highlighted that the citizens of #Azerbaijan, including children, were subjected to numerous war crimes during the war in the early 1990s and throughout the subsequent period of occupation. The issue of missing persons, including children, as well as mine contamination affecting the lives of civilians and children, was emphasized as among the most pressing humanitarian concerns in the post-conflict period.

#Azerbaijan also stressed that, notwithstanding these challenges, the implementation of rehabilitation and reconstruction measures under the Great Return Programme has enabled more than 85,000 people to return to rebuilt cities, towns and villages devastated by the conflict, including approximately 4,000 pupils currently studying in 18 newly constructed schools.

At the Security Council Arria-formula Meeting on “Bridging the Implementation Gap: Security Council Resolutions and the Maintenance of International Peace and Security”, held on 23 June 2026, Ambassador Tofig F. Musayev, Permanent Representative of the Republic of Azerbaijan to the United Nations, recalled the failure of the international community to prevent and suppress the aggression against Azerbaijan and the resulting occupation and devastation of its territories.

It was emphasized that the non-implementation of Security Council resolutions 822, 853, 874 and 884 had clearly exposed deep systemic deficiencies that entrenched an unlawful situation, prolonged human suffering, and undermined prospects for sustainable peace and regional cooperation.

It was further underscored that, between 2020 and 2023, Azerbaijan itself ensured the implementation of the Security Council resolutions by ending the occupation, restoring its sovereignty and territorial integrity, and laying the foundation for advancing a comprehensive peace agenda in the region.

The Permanent Representative also underlined that greater efforts are required to counter selective approaches to and misinterpretations of Security Council resolutions and international law, strengthen accountability for non-compliance, and maintain sustained attention to situations characterized by prolonged non-implementation.

It was further stressed that the engagement of regional organizations and arrangements in conflict prevention and resolution must be fully consistent with the purposes and principles of the UN Charter, relevant Security Council resolutions, and the universally accepted principles of effective mediation.

Ahead of the commemoration of @UN Charter Day on 26 June, Amb. @TofigMusayev, Permanent Representative of the Republic of Azerbaijan to the United Nations, signed the symbolic UN80 Charter, reaffirming Azerbaijan’s enduring commitment to the purposes and principles of the Charter and its unwavering support for effective multilateralism and international cooperation.

The ECOSOC Humanitarian Affairs Segment (#HAS) was held from 17 to 19 June 2026 at UN Headquarters in New York. During the General Discussion, #Azerbaijan delivered a statement, highlighting #HAS as an important platform for advancing dialogue on United Nations humanitarian action.

It was noted that #Azerbaijan actively contributes to global humanitarian efforts through its cooperation with #OCHA and bilateral assistance provided by its governmental institutions.

While emphasizing that, since regaining independence, #Azerbaijan has successfully transformed from a recipient of humanitarian aid into a donor country, the statement underscored that the post-conflict humanitarian challenges it continues to face—particularly those related to refugees and internally displaced persons, widespread destruction, missing persons, and mine contamination—remain pressing concerns.

#Azerbaijan reaffirmed its firm belief that strengthened multilateral cooperation and solidarity are essential to addressing humanitarian needs and ensuring that no one is left behind.

During the high-level open debate of the Security Council on “Women and Peace and Security: peace is decided with women – emerging from conflict by enhancing their participation,” #Azerbaijan emphasized that, as conflicts continue to disproportionately affect women and children, Security Council resolution 1325 and the advancement of the #WomenPeaceSecurity agenda remain as relevant as ever.

#Azerbaijan reaffirmed its commitment to empowering women and girls in post-conflict settings and supporting recovery efforts that enable the safe, dignified and sustainable return of displaced communities. Azerbaijan also remains committed to clarifying the fate and whereabouts of more than 4,000 missing persons, including 287 women.

Through the Great Return Programme, large-scale reconstruction and rehabilitation efforts are creating opportunities for the meaningful participation and empowerment of women. At the same time, the persistent threat posed by landmines—which have claimed 427 victims since 2020—continues to impede recovery, reconstruction and safe return.

#Azerbaijan called for strengthened international cooperation, enhanced accountability, increased humanitarian support, and sustained action to protect and promote the rights, dignity and empowerment of women and girls in conflict and post-conflict settings.

During the high-level event marking the 5th International Day for Countering Hate Speech, #Azerbaijan emphasized that hate speech is often rooted in racism, racial discrimination, xenophobia, and related intolerance, all of which affront human dignity and constitute serious violations of human rights and fundamental freedoms.

#Azerbaijan underscored that racial prejudices fueled by intolerance and ideologies of racial superiority continue to pose a grave threat to human lives and can undermine reconciliation efforts in post-conflict settings. Such prejudices are frequently perpetuated through educational materials that distort historical facts, disseminate hostile narratives and stereotypes, and foster within society��including among youth and children—the perception of a particular national or ethnic group as an enemy.

#Azerbaijan reaffirmed its commitment to international efforts aimed at combating these harmful trends and promoting tolerance, empathy, mutual understanding, and inclusiveness.
