A big benefit of the multilateral system is that it frees foreign policy to focus on more strategic issues. Trade frictions can stay in their own box: WTO rules, dispute settlement. Trump’s cockeyed unilateralism misses many bigger opportunities in CHN, EU, NAFTA & Pacific.
