A brand-new bus stop becomes a parking zone. A clean public toilet turns unusable within weeks. Footpaths become shortcuts, dustbins stay empty while garbage piles around them. The money isn’t missing. The intent isn’t missing. What’s missing is care.
Civic sense isn’t a policy. It’s a habit. It’s standing in line even when no one is watching. It’s not spitting just because there’s no fine. It’s understanding that public property isn’t government property - it’s shared property.
