Sobre lo humanitario en Venezuela

Estamos pagando la factura de que Jorge Rodríguez, la AN y el chavismo en general hayan perseguido a las organizaciones humanitarias con el "Informe Citgo" de 2024, que significó la eliminación de varias ONG y el exilio de muchos de sus directivos y trabajadores.

Allí había gente técnica, independiente y con conocimientos que no pudo seguir trabajando más en terreno.

También se paga caro que el chavismo haya encarcelado a trabajadores humanitarios extranjeros y los hayan torturado en la cárcel del Rodeo I para extorsionar a otros países como Italia y Colombia. Pueden revisar las noticias al respecto.

Es fundamental que se eliminen las amenazas y limitaciones a la prensa, como ocurrió con la vaguada en Aragua, hace pocos años, donde expulsaron y hostigaron a los periodistas que querían trabajar. Humanitariamente debe permitirse el acceso libre de la prensa para visibilizar lo que ocurre, sin poner en riesgo sus vidas ni hacer daño.

Este es el momento donde resalta que la Cruz Roja Venezolana haya sido intervenida por el chavismo, a través del Tribunal Supremo de Justicia, para imponer una directiva a su medida. Esa violación gravísima al derecho de asociación le terminó de tumbar muchos puntos a Venezuela en rankings internacionales y fue rechazada por organismos de protección. La reconstrucción de la confianza va a tomar más tiempo hasta que se demuestre realmente su independencia del Ejecutivo nacional, porque hay profesionales valiosos ahí trabajando. Mientras tanto, por fortuna en Venezuela también opera la Cruz Roja Internacional, que tiene más autonomía aunque necesita más garantías en terreno.

También en el conteo hay que incluir que la ley contra las ONG aprobada en 2024 mantiene en el limbo a decenas de miles de organizaciones sociales a las que se les impide tener un registro solvente porque básicamente se les ha bloqueado con burocracia y discriminación política. Esa ley debe ser derogada, tanto como las órdenes a los bancos y al Seniat para fiscalizar agresivamente a las ONG para asfixiarlas.

Es clave también que lo económico se libere. En Venezuela se mantiene un control de cambios que afecta la forma en la que ingresan los fondos al país. Los cepos a la banca dificultan el envío de dinero, porque el chavismo quería meterle mano a los flujos financieros de la diáspora y sus familias. Por eso la mayoría de la gente usa medios alternativos para enviar remesas.

Por último, es fundamental que se visibilice que en Venezuela no solo no lograron crear un "espacio humanitario" con reglas claras para todos, sino que se trabaja con miedo y mucho sometimiento al chavismo y sus discrecionalidades.

Muchas organizaciones fueron amenazadas usando el argumento de que debían ser "neutrales" para que dejaran de denunciar violaciones de derechos humanos, corrupción y abusos estatales. Así se sometió a una parte del tejido humanitario en el país.

También algunas oficinas de la ONU tuvieron que contratar a antiguos funcionarios públicos del PSUV con el fin de "tener interlocución con las autoridades" y que les permitieran instalarse, eso significa que no es gente que pueda operar con lealtad al servicio humanitario sino más bien al partido y la burocracia. Su trabajo es arbitrario y discrecional. Sus espacios no son seguros para víctimas y sus capacidades técnicas están en duda porque solo son cuotas de la administración pública haciendo vida de la renta humanitaria.

Sí, claro que hay gente seria trabajando y hay organizaciones confiables en Venezuela que debemos proteger, pero tienen muchas cosas en contra que deben ser desmontadas en estos momentos.

Por eso más voces deben hablar de lo humanitario para exigir cuentas claras, transparencia y trazabilidad. La vida de muchas personas depende de esto.

Let's break it down: Twin 7.2 and 7.5 earthquakes. Buildings collapsed in Caracas and neighboring cities.

And where are the ambulances?

Where are the fire trucks?

Where is the state?

There are no emergency services. Because there is no state. There is only a criminal enterprise that wears a costume. The state built a machinery to repress. Silence. Torture. Kill. Not to rescue.

To every American businessperson who has traveled to Caracas in the last few months, met with Delcy Rodríguez, signed deals, convinced themselves that "things are changing" and that engagement is pragmatic. This is for you…

For those who believe the American government fiction that "everything is going great" with Delcy…. you are watching your thesis collapse in real time, under rubble, with no one coming to help.

The fiction that Venezuela is "open for business" exists for one reason: Delcy and her brother Jorge need your money, your legitimacy, and your silence. They have no intention of reforming. They respond that they just "don't know" when elections will take place. They have no intention of being held accountable for the billions looted, the political prisoners disappeared, the diaspora of more than eight million people. They need you as props. They need you to keep telling Washington that things are "great!" And that Delcy is exactly what Venezuela needs right now to "stabilize" and "reform."

What this earthquake reveals, as every crisis in Venezuela reveals, is that Maduro and his cronies hollowed out every institution. PDVSA. The hospitals. The fire departments. Civil defense. Emergency services. All of it stripped to the bone and the proceeds wired offshore.

The death toll will be much higher precisely because of what the people now in power did over the last 25 years.

Let's be clear: The people dying tonight and in the next few days under collapsed buildings in Caracas are not dying because of an earthquake. They are dying because of 25 years of systematic looting by the same people now issuing press releases about a "state of emergency." Because they're wholly unprepared. Because they looted everything. Did away with talent. And on top of all of this have zero empathy or motivation to help anyone but themselves. They didn’t care about millions of people fleeing into a jungle and walking hundreds of miles to freedom. Why would they care about survivors of this natural disaster?

The media locally isn't reporting or showing the images of the devastation. They're terrified of upsetting the dictatorship.

And tonight:

Not a firefighter in sight. Not an ambulance in sight. Just cameras, and Delcy, and the performance of governance where none exists.

Those businesspeople were warned. The Venezuelans who fled told you. The human rights organizations told you. The evidence was always there.
