Here’s a real example from January:
Portsmouth
• Median Price: $305,000
• Growth: +17% YoY
Chesapeake
• Median Price: $440,000
• Growth: +10% YoY
So what does that mean?
Portsmouth is seeing faster price growth.
Chesapeake still has higher overall home values.
One shows speed.

Chesapeake has been discussing additional land conservation tools, including something called Transfer of Development Rights (TDR).
Here’s the simple explanation 👇
Normally, the value of land is tied to the ability to develop it.
A TDR program separates development rights from the land itself.
That means a landowner could potentially sell development rights while keeping the land.
Those rights can then be purchased by developers and used to increase density in areas where the city wants growth.
Result:
🌾 Rural land preserved
🏗 Growth directed to infrastructure areas
💰 Landowners compensated
Chesapeake already has a conservation program called OSAP, where the city purchases development rights from farmland owners.
A TDR program works differently because it creates a market where development rights can be bought and sold.
Cities use tools like this to guide growth, preserve farmland, and manage infrastructure costs.
Still early discussions locally, but policies like this can shape land values long before the market notices.
