The problem with that is you need a nation or a group of nations to decide monetary policy and currency roadmaps that have the influence to steer policy. With AI, you just need some cash to buy GPUs. Any bad actor can influence an AI to how they see fit. So how do you control that globally?
Most data centers are already connected.
Whats coming is beyond what you call a data center. GPUs in commercial buildings, parking structures, your home, and ultimately your phone. Technology has already been created to sidestep the issues of the data center. You just don't know about it yet.

X is completely useless now on mobile at the premium level. If I cannot get recent posts in my feed there is zero reason to look at X. I might as well subscribe to a morning paper because everything is many hours to days old now. @elonmusk

Solar needs to much land. Training workloads fine but low latency needed, inference, near fiber networks, and data gravity need power that takes up less acreage. Gas, hydrogen, grid the current way. There are massive gas reserves under us. Just need to build turbines faster and grant permits quicker for the time being. Until you and your neighbor are ok with a nuclear reactor in your backyard, that tech unfortunately will not happen. SMRs are great and should be the way but the public has too many bad memories of disasters of the past that they think are linked. In truth its much safer, cleaner, and cheaper. Nuclear power will grow massively in countries without the over regulation and fear of the US.
If the public wants their AI chat bots, tech advancements, and AI curing disease, they will need to be ok with these builds.
