ಬೆಂಗಳೂರು ನಗರವನ್ನು ಸುಂದರ, ಸುರಕ್ಷಿತ ಮತ್ತು ವಿಶ್ವಮಟ್ಟದ ನಗರವನ್ನಾಗಿ ರೂಪಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಬೆಂಗಳೂರು ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವರಾದ ಶ್ರೀ ಕೃಷ್ಣ ಬೈರೇಗೌಡರು @krishnabgowda ಕೈಗೊಂಡಿರುವ ಪಾದಚಾರಿ ಮಾರ್ಗಗಳ ತೆರವು ಕಾರ್ಯಾ��ರಣೆಗೆ ಕರ್ನಾಟಕ ರಕ್ಷಣಾ ವೇದಿಕೆ ಸಂಪೂರ್ಣ ಬೆಂಬಲ ವ್ಯಕ್ತಪಡಿಸುತ್ತದೆ. ನಗರದ ಪ್ರಮುಖ ರಸ್ತೆಗಳಲ್ಲಿ ಪಾದಚಾರಿಗಳಿಗಾಗಿ ಮೀಸಲಿಟ್ಟಿರುವ ಫುಟ್ಪಾತ್ಗಳನ್ನು ಅಕ್ರಮವಾಗಿ ಒತ್ತುವರಿ ಮಾಡಿಕೊಂಡು ನಿರ್ಮಿಸಲಾಗಿರುವ ಕಟ್ಟಡಗಳು, ಶಾಶ್ವತ ಮತ್ತು ತಾತ್ಕಾಲಿಕ ಅಂಗಡಿ ಮುಂಗಟ್ಟುಗಳು ಹಾಗೂ ಅನಧಿಕೃತ ವ್ಯಾಪಾರ ಚಟುವಟಿಕೆಗಳನ್ನು ತೆರವುಗೊಳಿಸುತ್ತಿರುವುದು ಸರಿಯಾದ ಕ್ರಮವಾಗಿದೆ. ಇದು ಯಾವುದೇ ವ್ಯಕ್ತಿ ಅಥವಾ ವ್ಯಾಪಾರಿಗಳ ವಿರುದ್ಧದ ಕ್ರಮವಲ್ಲ. ಯಾರನ್ನೋ ಗುರಿಯಾಗಿಟ್ಟುಕೊಂಡು ಅವರು ಈ ಕಾರ್ಯಚರಣೆ ನಡೆಸುತ್ತಿಲ್ಲ. ಬದಲಾಗಿ ಬೆಂಗಳೂರಿನ ಕೋಟ್ಯಂತರ ನಾಗರಿಕರ ಸುರಕ್ಷತೆ, ಸುಗಮ ಸಂಚಾರ ಮತ್ತು ಉತ್ತಮ ಜೀವನಮಟ್ಟಕ್ಕಾಗಿ ಕೈಗೊಳ್ಳುತ್ತಿರುವ ಸಾರ್ವಜನಿಕ ಹಿತದ ಕ್ರಮವಾಗಿದೆ. ಇತ್ತೀಚಿನ ದಿನಗಳಲ್ಲಿ ಕೆಲವು ವ್ಯಕ್ತಿಗಳು ಮತ್ತು ಸಂಘಟನೆಗಳು ಈ ತೆರವು ಕಾರ್ಯಾಚರಣೆಯನ್ನು ವಿರೋಧಿಸುತ್ತಿರುವುದು ಸರಿಯಲ್ಲ. ಬೆಂಗಳೂರಿನ ಒಟ್ಟು ರಸ್ತೆಗಳ ಪೈಕಿ ಕೇವಲ ಶೇ. 10ರಿಂದ 20ರಷ್ಟು ಪ್ರಮುಖ ರಸ್ತೆಗಳಲ್ಲಷ್ಟೇ ಈ ರೀತಿಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತಿದೆ. ನಗರದ ಉಳಿದ ಬಹುತೇಕ ಪ್ರದೇಶಗಳಲ್ಲಿ ವ್ಯಾಪಾರಿಗಳು ತಮ್ಮ ವೃತ್ತಿ ನಡೆಸಲು ಅವಕಾಶವಿದೆ. ಹೀಗಾಗಿ ಪಾದಚಾರಿಗಳ ಹಕ್ಕನ್ನು ರಕ್ಷಿಸುವ ಈ ಕಾರ್ಯಾಚರಣೆಯನ್ನು ವ್ಯಾಪಾರ ವಿರೋಧಿ ಕ್ರಮವೆಂದು ಬಿಂಬಿಸುವುದು ತಪ್ಪು. ಬಡ ಮತ್ತು ಸಣ್ಣ ವ್ಯಾಪಾರಿಗಳ ಜೀವನೋಪಾಯದ ಬಗ್ಗೆ ಸರ್ಕಾರ ಮಾನವೀಯ ದೃಷ್ಟಿಕೋನ ಹೊಂದಿರಬೇಕು. ಅಗತ್ಯವಿದ್ದಲ್ಲಿ ಅವರಿಗೆ ಪರ್ಯಾಯ ಸ್ಥಳಗಳಲ್ಲಿ ವ್ಯಾಪಾರ ನಡೆಸಲು ಅವಕಾಶ ಕಲ್ಪಿಸುವ ಬಗ್ಗೆ ಚಿಂತನೆ ನಡೆಸಬಹುದು. ಆದರೆ ಸಾರ್ವಜನಿಕರ ಓಡಾಟಕ್ಕೆ ಮೀಸಲಾದ ಪಾದಚಾರಿ ಮಾರ್ಗಗಳನ್ನು ಮುಕ್ತಗೊಳಿಸುವುದನ್ನು ವಿರೋಧಿಸುವುದು ಕಾನೂನಾತ್ಮಕವಾಗಿಯೂ ಸಮರ್ಥನೀಯವಲ್ಲ, ನೈತಿಕವಾಗಿಯೂ ಸರಿಯಲ್ಲ. ಇಂದು ಬೆಂಗಳೂರಿನ ಅನೇಕ ಪ್ರದೇಶಗಳಲ್ಲಿ ಪಾದಚಾರಿಗಳು ನಡೆಯಲು ಸ್ಥಳವಿಲ್ಲದೆ ಜೀವ ಕೈಯಲ್ಲಿ ಹಿಡಿದು ರಸ್ತೆ ಮೇಲೆ ಸಂಚರಿಸುವ ಪರಿಸ್ಥಿತಿ ಇದೆ. ಇದರ ಪರಿಣಾಮವಾಗಿ ಅಪಘಾತಗಳು ಸಂಭವಿಸುತ್ತಿವೆ. ಒಂದು ನಗರದ ಅಭಿವೃದ್ಧಿಯ ಮಾನದಂಡವನ್ನು ಕೇವಲ ಎತ್ತರದ ಕಟ್ಟಡಗಳು, ಅಗಲವಾದ ರಸ್ತೆಗಳು ಮತ್ತು ತಂತ್ರಜ್ಞಾನ ಕೇಂದ್ರಗಳಿಂದ ಮಾತ್ರ ನಿರ್ಧರಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ. ಸಾಮಾನ್ಯ ನಾಗರಿಕರು ಸುರಕ್ಷಿತವಾಗಿ ನಡೆದುಕೊಂಡು ಹೋಗಲು ಸಾಧ್ಯವಾಗುವ ಪರಿಸರವೂ ಅಭಿವೃದ್ಧಿಯ ಪ್ರಮುಖ ಮಾನದಂಡವಾಗಿದೆ. ಕೃಷ್ಣ ಬೈರೇಗೌಡರು ಈ ವಿಚಾರದಲ್ಲಿ ಯಾವುದೇ ಟೀಕೆ, ಒತ್ತಡ ಅಥವಾ ರಾಜಕೀಯ ವಿರೋಧಗಳಿಗೆ ಅಂಜಬಾರದು. ಅವರು ಕೈಗೊಂಡಿರುವ ಕ್ರಮದ ಹಿಂದೆ ಯಾವುದೇ ವೈಯಕ್ತಿಕ ಹಿತಾಸಕ್ತಿ ಇಲ್ಲ. ಇನ್ಯಾವುದೇ ರಾಜಕೀಯ ಅಜೆಂಡಾವೂ ಇಲ್ಲ. ಬೆಂಗಳೂರು ನಗರದ ಹಿತಾಸಕ್ತಿ ಮತ್ತು ಭವಿಷ್ಯದ ಪೀಳಿಗೆಯ ಹಿತವನ್ನು ಗಮನದಲ್ಲಿಟ್ಟುಕೊಂಡು ಅವರು ಈ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳುತ್ತಿದ್ದಾರೆ ಎಂಬುದು ಸ್ಪಷ್ಟವಾಗಿದೆ. ಬೆಂಗಳೂರು ಇಂದು ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದಲ್ಲಿ ಗುರುತಿಸಿಕೊಂಡಿರುವ ನಗರ. ನಾಡಪ್ರಭು ಕೆಂಪೇಗೌಡರು ಕಟ್ಟಿದ ಈ ನಗರವು ಸ್ವಚ್ಛ, ಸುಂದರ, ವ್ಯವಸ್ಥಿತ ಮತ್ತು ಸುರಕ್ಷಿತವಾಗಿರಬೇಕು. ಅದಕ್ಕಾಗಿ ಕಠಿಣ ನಿರ್ಧಾರಗಳನ್ನು ತೆಗೆದುಕೊಳ್ಳಲು ಇಚ್ಛಾಶಕ್ತಿ ಮುಖ್ಯ, ಅದು ಕೃಷ್ಣಬೈರೇಗೌಡರಿಗೆ ಇದೆ. ಆ ನಿಟ್ಟಿನಲ್ಲಿ ಸಚಿವರ ಪ್ರಯತ್ನ��ಳಿಗೆ ಕರ್ನಾಟಕ ರಕ್ಷಣಾ ವೇದಿಕೆ ಬೆಂಬಲ ನೀಡುತ್ತದೆ. ಅದೇ ರೀತಿ ರಸ್ತೆ ಬದಿಗಳಲ್ಲಿ ವರ್ಷಗಳಿಂದ ನಿಷ್ಪ್ರಯೋಜಕವಾಗಿ ನಿಂತಿರುವ, ತು��್ಕು ಹಿಡಿದಿರುವ ಬೀಡಾಡಿ ವಾಹನಗಳ ತೆರವು ಕಾರ್ಯವೂ ಅತ್ಯಂತ ಅಗತ್ಯವಾದ ಕೆಲಸವಾಗಿದೆ. ಇಂತಹ ವಾಹನಗಳು ಸಾರ್ವಜನಿಕ ಸ್ಥಳಗಳನ್ನು ಆಕ್ರಮಿಸುವುದಲ್ಲದೆ, ನಗರ ಸೌಂದರ್ಯ ಮತ್ತು ಸ್ವಚ್ಛತೆಯ ಮೇಲೂ ಪರಿಣಾಮ ಬೀರುತ್ತವೆ. ಇವುಗಳ ತೆರವು ಕಾರ್ಯವನ್ನು ಮತ್ತಷ್ಟು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಮುಂದುವರಿಸಬೇಕು. ಕೃಷ್ಣ ಬೈರೇಗೌಡರು ನಾನು ಗಮನಿಸಿದಂತೆ ವಿಭಿನ್ನ ಶೈಲಿಯ ರಾಜಕಾರಣಿ. ಅವರು ಯಾವ ಇಲಾಖೆಯ ಜವಾಬ್ದಾರಿ ವಹಿಸಿಕೊಂಡರೂ ಕ್ರಿಯಾಶೀಲವಾಗಿ, ಜನಪರವಾಗಿ ಕೆಲಸ ಮಾಡುವ ಗುಣ ಹೊಂದಿ��್ದಾರೆ. ಬೆಂಗಳೂರು ನಗರದ ಅಭಿವೃದ್ಧಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಇನ್ನೂ ಹಲವು ಸವಾಲುಗಳಿವೆ. ವಿಶೇಷವಾಗಿ ಕೆರೆಗಳು, ರಾಜಕಾಲುವೆಗಳು ಮತ್ತು ಸರ್ಕಾರಿ ಜಮೀನುಗಳ ಮೇಲಿನ ಒತ್ತುವರಿಗಳನ್ನು ತೆರವುಗೊಳಿಸುವ ಕಾರ್ಯಕ್ಕೂ ಅವರು ಹೆಚ್ಚಿನ ಆದ್ಯತೆ ನೀಡಬೇಕು. ಹಿಂದೆ ಶ್ರೀ ಎ.ಟಿ. ರಾಮಸ್ವಾಮಿ ಅವರ ನೇತೃತ್ವದ ಸಮಿತಿ ಬೆಂಗಳೂರಿನ ಸರ್ಕಾರಿ ಜಮೀನುಗಳ ಒತ್ತುವರಿ ಕುರಿತು ಸಮಗ್ರ ವರದಿ ನೀಡಿತ್ತು. ಆ ವರದಿಯ ಆಧಾರದ ಮೇಲೆ ಒತ್ತುವರಿಯಾಗಿರುವ ಸರ್ಕಾರಿ ಆಸ್ತಿಗಳನ್ನು ಮರಳಿ ಸರ್ಕಾರದ ವಶಕ್ಕೆ ಪಡೆಯುವ ಕಾರ್ಯವನ್ನು ಕೈಗೊಳ್ಳಬೇಕು. ಕೆರೆಗಳು ಮತ್ತು ರಾಜಕಾಲುವೆಗಳನ್ನು ಉಳಿಸುವುದು ಬೆಂಗಳೂರಿನ ಭವಿಷ್ಯದ ದೃಷ್ಟಿಯಿಂದ ಅತ್ಯಂತ ಮಹತ್ವದ ವಿಷಯವಾಗಿದೆ. ಬೆಂಗಳೂರು ನಗರದ ಅಭಿವೃದ್ಧಿಗೆ ಯಾವುದೇ ಒತ್ತಡ, ಪ್ರಭಾವ ಅಥವಾ ರಾಜಕೀಯ ಲೆಕ್ಕಾಚಾರಗಳಿಗೆ ಮಣಿಯದೆ, ಸಾರ್ವಜನಿಕ ಹಿತಾಸಕ್ತಿಯ ಆಧಾರದ ಮೇಲೆ ನಿರ್ಧಾರಗಳನ್ನು ಕೈಗೊಳ್ಳಬೇಕು. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಸರ್ಕಾರ ಮತ್ತು ಸಚಿವರಾದ ಕೃಷ್ಣ ಬೈರೇಗೌಡರಿಗೆ ಕರ್ನಾಟಕ ರಕ್ಷಣಾ ವೇದಿಕೆ ತನ್ನ ಸಂಪೂರ್ಣ ಬೆಂಬಲವನ್ನು ವ್ಯಕ್ತಪಡಿಸುತ್ತದೆ.

ಬಡ ಮತ್ತು ಸಣ್ಣ ವ್ಯಾಪಾರಿಗಳ ಜೀವನೋಪಾಯದ ಬಗ್ಗೆ ಸರ್ಕಾರ ಮಾನವೀಯ ದೃಷ್ಟಿಕೋನ ಹೊಂದಿರಬೇಕು. ಅಗತ್ಯವಿದ್ದಲ್ಲಿ ಅವರಿಗೆ ಪರ್ಯಾಯ ಸ್ಥಳಗಳಲ್ಲಿ ವ್ಯಾಪಾರ ನಡೆಸಲು ಅವಕಾಶ ಕಲ್ಪಿಸುವ ಬಗ್ಗೆ ಚಿಂತನೆ ನಡೆಸಬಹುದು. ಆದರೆ ಸಾರ್ವಜನಿಕರ ಓಡಾಟಕ್ಕೆ ಮೀಸಲಾದ ಪಾದಚಾರಿ ಮಾರ್ಗಗಳನ್ನು ಮುಕ್ತಗೊಳಿಸುವುದನ್ನು ವಿರೋಧಿಸುವುದು ಕಾನೂನಾತ್ಮಕವಾಗಿಯೂ ಸಮರ್ಥನೀಯವಲ್ಲ, ನೈತಿಕವಾಗಿಯೂ ಸರಿಯಲ್ಲ.

ಇಂದು ಬೆಂಗಳೂರಿನ ಅನೇಕ ಪ್ರದೇಶಗಳಲ್ಲಿ ಪಾದಚಾರಿಗಳು ನಡೆಯಲು ಸ್ಥಳವಿಲ್ಲದೆ ಜೀವ ಕೈಯಲ್ಲಿ ಹಿಡಿದು ರಸ್ತೆ ಮೇಲೆ ಸಂಚರಿಸುವ ಪರಿಸ್ಥಿತಿ ಇದೆ. ಇದರ ಪರಿಣಾಮವಾಗಿ ಅಪಘಾತಗಳು ಸಂಭವಿಸುತ್ತಿವೆ. ಒಂದು ನಗರದ ಅಭಿವೃದ್ಧಿಯ ಮಾನದಂಡವನ್ನು ಕೇವಲ ಎತ್ತರದ ಕಟ್ಟಡಗಳು, ಅಗಲವಾದ ರಸ್ತೆಗಳು ಮತ್ತು ತಂತ್ರಜ್ಞಾನ ಕೇಂದ್ರಗಳಿಂದ ಮಾತ್ರ ನಿರ್ಧರಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ. ಸಾಮಾನ್ಯ ನಾಗರಿಕರು ಸುರಕ್ಷಿತವಾಗಿ ನಡೆದುಕೊಂಡು ಹೋಗಲು ಸಾಧ್ಯವಾಗುವ ಪರಿಸರವೂ ಅಭಿವೃದ್ಧಿಯ ಪ್ರಮುಖ ಮಾನದಂಡವಾಗಿದೆ.

ಕೃಷ್ಣ ಬೈರೇಗೌಡರು ಈ ವಿಚಾರದಲ್ಲಿ ಯಾವುದೇ ಟೀಕೆ, ಒತ್ತಡ ಅಥವಾ ರಾಜಕೀಯ ವಿರೋಧಗಳಿಗೆ ಅಂಜಬಾರದು. ಅವರು ಕೈಗೊಂಡಿರುವ ಕ್ರಮದ ಹಿಂದೆ ಯಾವುದೇ ವೈಯಕ್ತಿಕ ಹಿತಾಸಕ್ತಿ ಇಲ್ಲ. ಇನ್ಯಾವುದೇ ರಾಜಕೀಯ ಅಜೆಂಡಾವೂ ಇಲ್ಲ. ಬೆಂಗಳೂರು ನಗರದ ಹಿತಾಸಕ್ತಿ ಮತ್ತು ಭವಿಷ್ಯದ ಪೀಳಿಗೆಯ ಹಿತವನ್ನು ಗಮನದಲ್ಲಿಟ್ಟುಕೊಂಡು ಅವರು ಈ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳುತ್ತಿದ್ದಾರೆ ಎಂಬುದು ಸ್ಪಷ್ಟವಾಗಿದೆ.

ಬೆಂಗಳೂರು ಇಂದು ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದಲ್ಲಿ ಗುರುತಿಸಿಕೊಂಡಿರುವ ನಗರ. ನಾಡಪ್ರಭು ಕೆಂಪೇಗೌಡರು ಕಟ್ಟಿದ ಈ ನಗರವು ಸ್ವಚ್ಛ, ಸುಂದರ, ವ್ಯವಸ್ಥಿತ ಮತ್ತು ಸುರಕ್ಷಿತವಾಗಿರಬೇಕು. ಅದಕ್ಕಾಗಿ ಕಠಿಣ ನಿರ್ಧಾರಗಳನ್ನು ತೆಗೆದುಕೊಳ್ಳಲು ಇಚ್ಛಾಶಕ್ತಿ ಮುಖ್ಯ, ಅದು ಕೃಷ್ಣಬೈರೇಗೌಡರಿಗೆ ಇದೆ. ಆ ನಿಟ್ಟಿನಲ್ಲಿ ಸಚಿವರ ಪ್ರಯತ್ನ��ಳಿಗೆ ಕರ್ನಾಟಕ ರಕ್ಷಣಾ ವೇದಿಕೆ ಬೆಂಬಲ ನೀಡುತ್ತದೆ.

ಅದೇ ರೀತಿ ರಸ್ತೆ ಬದಿಗಳಲ್ಲಿ ವರ್ಷಗಳಿಂದ ನಿಷ್ಪ್ರಯೋಜಕವಾಗಿ ನಿಂತಿರುವ, ತು��್ಕು ಹಿಡಿದಿರುವ ಬೀಡಾಡಿ ವಾಹನಗಳ ತೆರವು ಕಾರ್ಯವೂ ಅತ್ಯಂತ ಅಗತ್ಯವಾದ ಕೆಲಸವಾಗಿದೆ. ಇಂತಹ ವಾಹನಗಳು ಸಾರ್ವಜನಿಕ ಸ್ಥಳಗಳನ್ನು ಆಕ್ರಮಿಸುವುದಲ್ಲದೆ, ನಗರ ಸೌಂದರ್ಯ ಮತ್ತು ಸ್ವಚ್ಛತೆಯ ಮೇಲೂ ಪರಿಣಾಮ ಬೀರುತ್ತವೆ. ಇವುಗಳ ತೆರವು ಕಾರ್ಯವನ್ನು ಮತ್ತಷ್ಟು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಮುಂದುವರಿಸಬೇಕು.

Indiranagar in Bengaluru is named after the renowned Kannada novelist M.K. Indira (Mandagadde Krishnarao Indira, 1917–1994), not after former Prime Minister Indira Gandhi like most think. Indiranagara was developed as a Bangalore Development Authority (BDA) layout in the late 1970s (primarily 1976–1978). It was carved out of older villages such as Binnamangala, Thippasandra, and others on what was then the eastern edge of the city. M.K. Indira was a prominent Kannada writer who began publishing novels relatively late in life (around age 45). She is best known for socially conscious works that highlighted the struggles of women: Phaniyamma (1976) — Based on the real-life story of a child widow; later adapted into an acclaimed film by Prema Karanth. A total of 3,779 acres of land was acquired for the international airport at Devanahalli (now KIA), the process for which began in 2000. Of the 3,779 acres, 1,990 acres belonged to farmers (rest being government land). The farmers received a then princely compensation of ₹15 lakh per acre! Today, land kilometres away from the airport isn't available for less than ₹10 crore per acre. How many farmers who received ₹15 lakh then managed to convert it to ₹10 crore as of today? They weren't sons of politicians who magically multiply their assets every five years! Sons and daughters of those farmers who gave up their lands for Rs.15 lakh can be seen working for paltry salaries today in the same surroundings. Not everyone has the accumen of a DK Shivakumar or an Elon Musk. The ongoing debate around the proposed Bidadi Township raises the same fundamental question: when agricultural land is acquired in the name of development, who is the final beneficiary of the massive increase in land value that follows? The original landowners obviously don't. Of course the politicians who have already purchased lands around the acquired land years earlier are the biggest beneficiaries and so are the corporations and speculators who fund the politicians. True, development creates wealth. The real question is whether people who part with their land get a fair share of this wealth? Those who gave up their lands for the international airport should have got a share in the ownership of the airport.
