Bhubaneswar-based Bagchi Karunashraya Palliative Care Centre is one of the very few facilities in India providing free end-of-life cancer care.
In just over a year since its inauguration, it has cared for 1,220 hospice patients, made more than 8,500 home visits, and served 675 patients through its OPD.

Sir,

Many citizens have found the reward amount of ₹1,000/- for saving a life surprisingly low. To some extent their reaction is understandable. However, most are not aware of the institutional constraints involved. Since you have also commented on the issue, a bit harshly, I felt it may be useful to provide some additional context.

1. Unlike central forces, budgetary provisions for rewarding State Police personnel on duty are very limited.

2. There are also strict ceilings on the amount that can be sanctioned on a particular occasion. Officers do not have the discretion to approve significantly higher rewards, regardless of the quality of performance.

3. As an officer decorated with many medals you will appreciate that such rewards are not merely monetary. They are entered in the service record and contribute to an officer’s career progression, motivation, and morale. In the instant case, recognition by the Police Commissioner itself carries considerable value.

4. As a former Govt. servant, I am sure you would appreciate the institutional limitations as well as the importance of encouraging personnel who perform well in the field.
