For over a year, counties were unable to secure approval from the Office of the Controller of Budget, which restricted counties from funding bursaries and scholarships for secondary schools and universities without executed and gazetted agreements, in strict adherence to Article 187 of the Constitution.
I am pleased to announce that we have now gazetted these formal agreements, paving the way for the release and disbursement of funds for bursaries and scholarships.
In the coming days, the County Government will undertake the necessary planning and coordination processes to ensure the smooth, fair, and transparent disbursement of bursary and scholarship funds to needy and deserving beneficiaries across Isiolo County.
Further, in the next financial year, the County Government will allocate Kshs 100 million towards bursaries and scholarships to support needy and deserving students in pursuing their education.

Met with the Isiolo Central Hawkers Association, led by Chairman Fredrick Kiara, for a constructive engagement focused on their welfare and the challenges they encounter in their day-to-day business operations. The meeting provided an important platform to listen to their concerns and strengthen collaboration with this vital sector.
We held open and candid discussions on key issues, including access to designated trading spaces, enforcement concerns, sanitation and waste management, access to affordable credit, and the need for a more structured and supportive operating environment. These conversations were aimed at identifying practical and sustainable solutions to improve their working conditions.
We remain committed to working closely with the association to address their concerns in a fair and progressive manner, while maintaining order and promoting economic development within our towns.
Steady supply of medical drugs and strengthened oxygen systems support uninterrupted healthcare delivery across Isiolo County. A new oxygen plant and manifold infrastructure ensures continuous critical care services, with supplies distributed countywide to last over three months, including remote areas.

For a long time, the people of Iresaboru have endured a severe shortage of safe and reliable water, a challenge that has posed a serious risk to the health and well-being of residents.
It is against this backdrop that we commenced Phase I of a transformative water project, involving the construction of a 17-kilometre pipeline from Old Iresaboru to the New Iresaboru settlement, installation of a 75 cubic metre elevated steel tank, fencing of the borehole and rehabilitation of the existing borehole to restore its functionality. I am pleased to note that this phase has now been successfully completed, with water pumped to the new settlement for the first time, establishing a reliable supply system and strengthening overall water infrastructure.
Phase II, which is now underway, will include the extension of the pipeline by an additional 2 kilometres, construction of four water kiosks within the Iresaboru settlement to enhance accessibility and installation of a solar-powered system at the borehole to ensure a sustainable and cost-effective water supply.
This project marks a major milestone in expanding access to clean, safe and reliable water for the people of Iresaboru, while supporting families who relocated due to flood risks to rebuild stable and healthier lives. It also underscores our commitment to dignified resettlement, improved service delivery and enhanced livelihoods for the community.

The hospital has also received significant upgrades to enhance maternal, neonatal, and critical care services. The facility is now equipped with a neonatal resuscitator to support newborns with breathing difficulties, a digital SpOโ monitor for continuous oxygen monitoring in critically ill patients, and a digital ultrasound to improve diagnostic accuracy for maternal, abdominal, and cardiovascular conditions.
These improvements strengthen the hospitalโs capacity to provide timely, safe, and high-quality healthcare, reflecting the County Governmentโs commitment to advancing health infrastructure and improving patient outcomes across Isiolo County.

A manifold oxygen hub has been installed at Merti Level 4 Hospital, supplying continuous, regulated oxygen to all wards, the theatre, maternity unit, and neonatal incubators. This system strengthens the hospitalโs capacity to provide emergency, critical, and maternal care, supporting resuscitation, anesthesia, and oxygen therapy while reducing reliance on individual cylinders and enhancing patient safety.

Isiolo County has secured a significant legal victory following a High Court ruling that nullified the purported transfer of Onsalat Sub-location to Wajir County. The judgment effectively restores the area to Isiolo and safeguards the Countyโs administrative boundaries.
In its determination, the Court declared the decision to alter the status of Onsalat unconstitutional, null and void. The Judge found that the process was undertaken without public participation, in clear violation of key constitutional principles on governance, transparency and the right to fair administrative action.
The Court further underscored the serious implications such a move would have had on residents, noting that it would have compelled them to travel over 300 kilometers to Wajir to access essential government services, including the issuance of national identification cards and birth certificates.
This landmark judgment not only preserves the territorial integrity of Isiolo County but also ensures that critical public services remain accessible to its people. It further protects the political and socio-economic rights of residents whose identity and representation are inherently tied to the County.
Importantly, the ruling sets a firm legal precedent that any alteration of administrative or county boundaries must strictly comply with constitutional requirements, including meaningful public participation and adherence to due process.

I joined CS @kipmurkomen and my colleague, Governor Isaac Mutuma, for a security meeting at Mbataru RDU Camp in Tigania East Sub-County, Meru County, to deliberate on immediate solutions to the rising cases of banditry and cattle rustling along our border following recent incidents over the past few days.
To restore calm and enhance security, the IG Mr. Douglas Kanja, has deployed an additional 400 police officers to reinforce those already on the ground and commenced an operation to mop up illegal firearms. At the same time, efforts are being intensified to recover stolen livestock, while the National Police Reservists (NPRs) in both Meru and Isiolo counties are being reorganized to strengthen protection for our communities and their livelihoods.
The meeting was attended by the Eastern Regional Commissioner, Paul Rotich; Regional Police Commander, Charles Birgen; Regional Administration Police Commander, Michael Owino; Meru County Commissioner, Jacob Ouma; and Isiolo County Commissioner, David Kiprop, among other senior security officials.
Also present were Members of Parliament Mpuru Aburi, Julius Taitumu, Daniel Karitho, John Mutunga, and Mumina Bonaya, as well as MCAs and other leaders.
