కొండ తవ్వితే… అప్పుడు ‘విధ్వంసం’, ఇప్పుడు ‘అభివృద్ధి’!

మధురవాడ సమీపంలో కొండలను భారీ యంత్రాలతో తవ్వుతున్న దృశ్యాలు చూస్తుంటే ఒక ప్రశ్న త���ెత్తుతోంది. గతంలో రుషికొండ ప్రాంతంలో నిర్మాణ పనులు జరిగినప్పుడు పర్యావరణ పరిరక్షణ పేరుతో తీవ్ర విమర్శలు చేసిన వారు, ఇప్పుడు జరుగుతున్న భారీ స్థాయి తవ్వకాలపై ఎందుకు మౌనం వహిస్తున్నారు?

YSRCP ప్రభుత్వ హయాంలో రుషికొండలో నిర్మాణాలు చేపట్టినప్పుడు, పర్యావరణానికి నష్టం జరుగుతోందని, జీవావరణ సమతుల్యత దెబ్బతింటోందని పెద్ద ఎత్తున ప్రచారం జరిగింది. పత్రికలు, టీవీ ఛానళ్లు, వివిధ వర్గాల నుంచి తీవ్ర అభ్యంతరాలు వ్యక్తమయ్యాయి.

అయితే ప్రస్తుతం కూటమి ప్రభుత్వ పాలనలో మధురవాడ నుంచి రుషికొండ పరిసర ప్రాంతాల వరకు కొండలను భారీ స్థాయిలో చదును చేసే పనులు జరుగుతున్నాయని విమర్శకులు చెబుతున్నారు. ఇలాంటి పనులు జరుగుతున్నప్పటికీ, గతంలో కనిపించిన స్థాయి ఆందోళన లేదా విమర్శలు ఇప్పుడు కనిపించడం లేదనే అభిప్రాయం వ్యక్తమవుతోంది.

ప్రకృతికి కలిగే ప్రభావం ఏ ప్రభుత్వ హయాంలో జరిగినా ఒకటే. కొండలు తవ్వడం, భూభాగ స్వరూపం మారడం, పర్యావరణంపై ప్రభావం పడడం వంటి అంశాలు రాజకీయ పార్టీలను బట్టి మారవు. కానీ వాటిపై స్పందనలు మాత్రం అధికారంలో ఎవరు ఉన్నారన్న దానిపై ఆధారపడుతున్నాయా అనే సందేహం కలుగుతోంది.

విమర్శకుల వాదన ప్రకారం, గతంలో “పర్యావరణ విధ్వంసం”గా అభివర్ణించిన చర్యలు, ఇప్పుడు “అభివృద్ధి” లేదా “మౌలిక వసతుల కల్పన”గా చిత్రీకరించబడుతున్నాయి. అదే పని ఒక ప్రభుత్వం చేస్తే తప్పు, మరొక ప్రభుత్వం చేస్తే అభివృద్ధి అన్న భావన ప్రజల్లో చర్చకు దారితీస్తోంది.

పర్యావరణ పరిరక్షణ విషయంలో ప్రమాణాలు ఒకేలా ఉండాలి. అధికారంలో ఎవరు ఉన్నారన్నది కాకుండా, ప్రకృతికి కలిగే మేలు–చెడుల ఆధారంగానే చర్చ జరగాలి. లేకపోతే ‘అప్పుడు విధ్వంసం, ఇప్పుడు అభివృద్ధి’ అనే విమర్శలకు మరింత బలం చేకూరే అవకాశం ఉంది.

After visiting the residence of Gade Sai Krishna, he said, "The incident which has come to light today is, in fact, the most heart-wrenching event that could ever take place. Right beside me is the mother of the deceased youth, who was barely 23 years old and was killed inside a police station. Whatever crime that boy might have committed, these people are all youngsters. This boy was summoned, and the court had ordered him to be produced for failing to attend previous court proceedings. All that the police should have done was bring that boy and produce him before the court. That is where the matter should have ended. But, instead, what took place is that this boy was tortured to death. A CBI probe must be conducted. Everyone who is involved—not just the CI, as the CI is only an instrument who executed the task—must be held accountable...”
